QUALIFICATIONS
* Post-secondary education in a recognized program in Human Resource Management or Workplace Safety & Health
* Three to five (3-5) years previous Human Resources experience
* Other combinations of education and experience may be considered
* Province of Manitoba Class 5 Drivers License, and access to a personal vehicle to provide service within Prairie Mountain Health
* Proficiency with Microsoft programs (Outlook, Word, Excel, Access and PowerPoint), as well as Internet applications and other Information Technology
* Demonstrated leadership and supervisory ability
* Demonstrated written and oral communication skills
* Demonstrated experience in employee and labour relations
* Demonstrated experience in initiating changes and improvements, including skills in workplace re-engineering within a Continuous Quality Improvement (CQI) environment
* Ability to prioritize in a changing environment
* Sensitivity to the human and political dynamics of health care management
* Strong organizational, decision making and problem solving skills

POSITION SUMMARY:

The Human Resources Consultant - Workplace Safety & Health is a member of the Human Resources team responsible for working in a consultative and collaborative manner with the respective managers of Prairie Mountain Health implementing and applying the Regional Workplace Safety & Health Program in designated worksites, areas and programs. The incumbent assists with the identification, development and implementation of Human Resource policies and programs to meet the organization’s needs. The position may also be involved in other functional areas of human resource management including collective agreement administration, and benefit and compensation administration. The Human Resources Consultant - Workplace Safety & Health functions in a confidential capacity in matters relating to labour relations.

RESPONSIBILITIES:

Overview:

  1. Participates as a member of the Human Resources team.
    • Attends Human Resources team meetings and participates in strategic planning and policy development for Human Resource services;
    • Demonstrates knowledge of communication principles and communicates effectively with all Human Resource clients;
    • Establish and maintain effective interpersonal relationships with other members of the Human Resources team, other staff and external agencies;
    • Actively participates and represents Human Resources in team meetings, staff meetings and other facility and regional activities;
    • Assists in the orientation and development of new staff as requested; and
    • Collaborates with Human Resources team members as applicable to deal with unusual situations or matters relating to Human Resource policies.
  2. Works in a consultative and collaborative manner with the respective managers, employees and multidisciplinary teams, the Human Resources Consultant - Workplace Safety & Health applies Prairie Mountain Health’s Workplace Safety & Health Program within designated areas, worksites and programs.
    • Monitors established components of the Workplace Safety & Health Program to achieve compliance from directors, managers, supervisors and staff with necessary training, information, certification and competence to do their jobs safely;
    • Facilitates and ensures the Joint Health and Safety Committee(s) are operating as per the Workplace Safety & Health and applicable legislation;
    • Acts as a liaison between Manitoba Department of Labour Workplace Safety & Health Division and Prairie Mountain Health;
    • Sets a good example by complying with all regulations and by leading the way in all safety and health matters;
    • Works with Regional Maintenance and Trades (or any other Prairie Mountain Health department acquiring independent workers/contractors) to ensure independent workers/contractors abide by Prairie Mountain Health’s Workplace Safety & Health Program policies; and
    • Facilitates the ongoing involvement of the Joint Safety and Health Committee and encourage the participation of all workers.
  3. The Human Resources Consultant - Workplace Safety & Health is responsible for the development, implementation, maintenance and program management of Prairie Mountain Health’s Workplace Safety & Health Program including:
    • Ensures the program is current with applicable best practice, Prairie Mountain Health’s Strategic Plan, and applicable legislation;
    • Ensures the program is applied consistently across the region;
    • Monitors the program ensuring monthly and annual metrics are collected and reported.
    • Ensures the evaluation and revision of the designated program on an ongoing basis as required and every three years in full;
    • Arranges the provision of safety education; and
    • Evaluates the cause of accidents and supports the implementation of safety inspections.
  4. Identifies and assesses unsafe workplace situations and institutes corrective measures and refers to Workplace Safety & Health Committee as necessary.
  5. Assists in sourcing and provision of safety education; studies of causes of accidents; and safety inspections.
  6. Other duties as assigned.
