Parsons is looking for an experienced Senior Bridge/ Construction Engineer with proven experience in new bridge construction, bridge rehabilitation and bridge inspection in Alberta. The Bridge and Tunnels team is involved in the pursuit and delivery of major bridge and structure rehabilitation and design projects throughout Western Canada.

We need our staff to be versatile, enthusiastic, to work in highly flexible, team-oriented environments, and have exceptional communication, analytical and organizational skills.

This position will provide on-site construction and condition inspection and applicable documentation for bridge and roadway projects in support of our Western Canadian clients. This includes observation of construction work activities for compliance with plans and specifications, preparation of required contract documentation, and following prescribed Quality Assurance (QA) documentation. You may frequently serve in the capacity of Lead Inspector managing the efforts of other staff on multiple construction and/or inspection projects.

Location: Western Canadian Road, Rail, and Pedestrian Bridges and Culverts

Responsibilities:

In this role, you will perform complex inspection tasks. You will inspect various facets of work on the construction site and also travel to fabrication shops to perform continuous surveillance of assigned construction activities to ensure compliance with all applicable codes, standards, specifications, and QA.

  • Willingness to travel and/or to relocate to field sites is expected
  • Inspect, document, and verify project is constructed in conformance with contract plans and specifications
  • Maintain accurate inspector daily records of the work (e.g., personnel, equipment, materials, quantities, site conditions, specialty trades)
  • Identify contract changes and assist in preparation of change orders
  • Communicates effectively with the Engineers, Contractors, Owners, Construction Manager, Regulatory Agencies, and any other field staff
  • Prepare field note records for construction progress payments
  • Photograph project conditions, field verify construction materials delivered to jobsite, coordinate materials sampling and testing requirements, document as-constructed plan sheets
  • Experience in leading and managing an Inspection Team
  • Assessing adherence to QA fabrication procedures for steel
  • Reviews civil and structural QC tests by Contractors and Owner hired QA testing companies, such as soil compaction, moisture content, aggregation, graduation, concrete slump, air entrainment, concrete compression, lines and grades surveys, bolt torques, and concrete coring
  • Perform surveillance of underground utility and electrical installations, if those components are part of the bridge project
  • Inspects and monitors piling installation to ensure location and bearing with assistance by Owner hired QA geotechnical engineer
  • Checks location of reinforcing steel before placement of concrete
  • Reviews material specifications and testing reports for compliance with project documentation
  • Performs continuing inspection of painting to ensure thickness and coverage continuity
  • Provides general inspection on all construction labor and subcontracted tasks to ensure professional workmanship
  • Verifies Contractor and Subcontractor staff qualifications/certificates
  • Recommends job safety practices and drafts safety reports
  • Prepares QA reports and recommends changes to procedures
  • Review project documents for constructability prior to tendering
  • Review and interpret plans, specifications, and Owner policies and procedures
  • Maintains a working knowledge of relevant codes and standards
  • Documents and communicates inspection results in a clear and concise manner
  • Understands Contract requirements and Subcontractor(s) contract requirements
  • Measures and record pay quantities
  • Reviews the Contractor's schedule weekly
  • Coordinates 3rd-party special material testing inspections
  • Performs other responsibilities associated with this position as may be appropriate.
  • Works with other Parsons’ managers and project engineers to develop budgets, schedules, and plans for the various elements of the bridge construction project.
  • Ensures that the project meets or exceeds goals established in these plans.
  • Acts as a Company representative with the client and selected Subconsultants during the program execution. Leads junior and intermediate staff on-site to complete the work.

Qualifications:

  • 4-year engineering degree in a related field,
  • Requires 10+ years of related experience, including experience on heavy construction projects
  • Must be registered or able to become registered with APEGA as a Professional Engineer
  • Excellent written and verbal communication skills
  • Excellent skills in working independently
  • Effectively multitask and prioritize and milestone/critical path construction issues through to completion
  • Driver's License (required)
  • Availability to work construction-site hours (early mornings to late evenings, including weekend work in the summer) when required
  • Able to work in remote outside environments
  • Willing to travel for a few weeks at a time across Western Canada
  • Proficient in data collection, analysis and presentation. Requires proficiency in the use of computers and software packages needed to support the documentation, analysis and retention of quality records ad to communicate back to the office
  • Successful completion of Alberta Transportation and Economic Corridor’s (TEC) Bridge Construction and Fabrication Inspection course preferred.
  • Certification under TEC’s Bridge Inspection and Maintenance (BIM) program considered an asset.

  • Demonstrated commitment to ethics and integrity

Position would benefit from already established working relationships with bridge owner clients and usual Contractors in Western Caada and knowledge of bridge owner client processes, standards, guides, specifications, tender documents, etc.
