Under the direction of the Controller of Budget, the Finance Officer is responsible for assisting in the preparation of the school board budget (operating and capital), monitoring and tracking special projects, special purpose financial reporting, and cash flow projections. The Finance Officer may be assigned portfolios in any of the key job accountabilities noted below.
Job Description:
Assists in preparing the annual salary and benefit budget for the Board according to approved staffing levels
Performs variance analysis for salary and benefits, including full-time equivalency (FTE) reconciliation
Maintains the Board’s tangible capital asset ledgers and continuity schedules
Tracks capital expenditures and related funding sources
Prepares analysis of capital, related operating expenditures and deferred capital contributions to ensure proper use of funds and reporting of capital assets
Prepares annual cash flow projection and monthly analysis of actual cash flow to projected
Prepares special purpose financial statements and related analysis
Liaises with external, internal and government auditors, as well as various departmental and school staff
Assists in completing Ministry of Education reporting requirements for budget, revised budget, consolidated March report, and financial statements
Prepares journal entries and reconciliations as required
Tracks, monitors and reconciles special grants and prepares related year end working papers
Ensures that internal controls are maintained in areas of responsibility
Assists the School Finance Team with school reviews (requires travel)
Assists with school and departmental training
Performs other duties as assigned by the supervisor
Required Qualifications:
University degree in a relevant field
Chartered Professional Accountant Designation (CPA) or in the last phase of the program
3 years related experience
Excellent written, oral, interpersonal and organizational skills
Demonstrated hands-on practical knowledge of accounting software and comfortable with learning new technologies
Advanced proficiency with Excel, other MS office applications and Google Suite applications
Ability to take initiative and manage multiple conflicting priorities
Works well independently and as part of a team
Strong analytical, research, reasoning, problem-solving and decision-making skills
Ability to take initiative, self-starter who is able to coordinate their responsibilities with minimal supervision
In addition, the following will be considered an asset:
School Board or other public sector experience
Experience with Microsoft NAV Dynamics, Jet reports, Crystal report writer, K212 HRP (Human Resource and Payroll Management), Education Financial Information System (EFIS) and VFA Capital Planning Software
This is a permanent full time (1.0 FTE) position with an annual salary range of $95,098 - 103,153. A comprehensive benefits and pension plan are also available.
The anticipated start date will be December 1, 2025.
