Salary range for the position is $108,147 to $155,461. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you make an impact?
The Manager, Partnerships and Land Management is responsible for managing specific strategies and processes related to Partnerships, Land Management and Parking Services.
This position provides leadership and direction to ensure that all assigned projects are developed, implemented and delivered in accordance with the requirements of the department. The Manager provides the leadership and expertise required to ensure that projects and activities are carried out in a timely and effective manner.
What will you work on?
• Identifies and analyzes issues and opportunities impacting Interior Health programs, facilities and infrastructure, and recommends strategies and goals for the acquisition, disposition, assembly and ongoing management of land through a comprehensive Land Management Framework.
• Develops land requirements for site and community planning and acts as real estate liaison/linkage to land requirements for Master Site Planning initiatives.
• Apprises the senior leadership of issues that will have an impact on existing or planned operations and develops recommendations.
• Represents Interior Health at a variety of external functions including participation on external task forces. Community liaison to neighbourhood associations, business groups, non-for-profit groups, other government, municipal agencies, etc.
• Efficiently and resourcefully analyzes and resolves problems utilizing negotiation, group facilitation, and conflict resolution skills. Implements plans for resolution. Develops business cases, proposals, and impact analyses for initiatives.
• Leads and/or participates in operational and system improvements by engaging inter-disciplinary teams in critical problem-solving utilizing quality improvement methodology.
• Creates strategy and environment for large-scale transformational change encompassing human and financial resources, organizational structure, and culture along with appropriate leadership development to support change.
• Anticipates, plans and integrates work activities to accomplish goals and objectives related to land assembly, zoning, subdivision, environmental/hazmat or geotechnical assessments, including identifying, negotiating and preparing statutory right of way and easement agreements, as well as land lease agreements.
• Leads planning and management of the Parking Services program and related activities including partnerships and relationships with external service providers, internal departments, patients, and staff.
• Develops and administers resource plans to ensure effective utilization of resources. Participates in the establishment and verification of project budgets and manages consulting contracts for property acquisition and development.
• Analyzes technical and situational information to determine potential impact on services, facilities, systems and/or staff for all projects impacting the site at a strategic level.
• Observes Federal and Provincial Legislation and Regulations, Regional and Municipal Bylaws, and Interior Health Policies, Procedures and Practices.
• Coordinates strategic communications with internal and external partners, and acts as a liaison between consultants/contractors and the users to translate requirements, identify and address issues, and resolve conflicts.
• Leads and facilitates all stages of project planning (on multiple projects) to ensure cost effectiveness, adherence to industry standards/codes and consistency with technical, scope of work and functional program requirements. Develops tactical plans to align with operational plans, and site and corporate strategies, and develops Scope of Work document with the project sponsor for property acquisitions or dispositions.
• Provides strategic and project reporting and quality control by working with key partners to define project communication objectives, preparing briefing documents, and systematically tracking and reporting on all site projects for scope, cost, timelines, and quality control.
• Establishes and maintains a network of relationships and influences to promote site interests and issues and influence decision-making affecting capital project outcomes with internal groups/departments and external entities, including local governments.
• Provides technical expertise to ensure projects are progressing and issues and problems are addressed and resolved. Participates in project meetings to represent site/IH interests and maintain awareness of related issues, problems and project schedules.
• Supervises staff, including establishing goals and objectives, delegating work assignments, monitoring and evaluating performance, providing orientation, training, coaching and development, and managing discipline up to and including termination.
• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
• Performs other related duties as assigned.

Qualfications
Education, Training, and Experience
• A degree in Business Administration, supplemented by training in project management software, contract law, insurance requirements and financial management.
• Seven (7) years of related experience, including experience in a health care environment, or an equivalent combination of education, training and experience.
• Experience in land management, real estate, business development would be an asset
• Valid class 5 Driver’s license required.
