Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you create an impact:
The Investigator, Human Resources (Investigator) will assume full responsibility on behalf of the organization for carrying out complex human resource investigations, including but not limited to workplace environment complaints; human rights complaints; alleged abuse, professional misconduct, theft, breach of organizational policies; performance management issues.

In compliance with the established investigation practices, the objective of the Investigator is to thoroughly and expeditiously investigate complex human resource issues in a fair, unbiased, and consistent manner. The Investigator works closely with the Manager, Director, or Supervisor as well as other Corporate Human Resources (HR) and organization departments. The Investigator promotes and fosters a consultative and problem-solving employee/labour relations approach that contributes to the achievement of the goals and objectives of Interior Health.

The Investigator will utilize knowledge of the labour relations industry, and applicable legislation as it applies to investigations, and the full scope Human Resources within Interior Health (IH) and business objectives of the organization.

In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to your manager or supervisor immediately.

What will you work on:
• Responsible for established investigation practices, and investigating highly sensitive, complex Human Resource issues including:
conducting complainant, witness, and subject interviews
collecting and analyzing data from various internal systems
collecting and analyzing documentation and evidence from various sources
production of completed investigation documentation.
writing detailed reports, file and maintain records.
proposing remedial action based on investigation findings.

• Works with a high degree of independence while managing multiple investigations simultaneously.

• Liaises with internal organization departments as necessary to ensure the effective and efficient functioning of the investigation process.

• Employs deductive reasoning and analysis to make informed decisions and conclusions that may lead to discipline up to and including termination of employment.

• Conducts confidential investigations effectively and bring them to closure rapidly and definitively, applying best investigation practices and procedures to ensure comprehensive and quality investigations.

• Coaches, advises, and educates department managers / supervisors on mitigation and continuous improvement strategies.

• Recommends mediation and facilitation towards resolution of complex workplace environment and conflict issues where appropriate.

• Recommends performance improvement plans, consults, and coaches on performance management issues.

• Provides consultation, advice and assistance in the interpretation and administration of various collective agreements, HR policies, and other relevant legislation.

• Advises on breach of policy; identifies difficult / complex / high-risk employee relations issues.

• Develops and maintains effective working relationships with local and district union representatives.

• Prepares, reviews, and analyzes relevant information, data and metrics identifying trends and opportunities for improvement.

• Provides Investigations subject matter expertise to the HR Operations team.

• Contributes to the development of training and education materials and may participate in education session as appropriate.

• Performs other related duties as required.

Qualfications
Education, Training and Experience
• An undergraduate degree in an area of HR Management, Business, or related field.
• Minimum of five (5) years of recent relevant experience in HR, preferably in a complex unionized environment.
• Investigation and/or legal experience preferably in a unionized environment.
• Experience in conducting investigations virtually is an asset.
• Specialized certification in investigations is an asset.
• An equivalent combination of education, training, and experience may be considered.
• An equivalent combination of skills and experience will also be considered.

• Proficient understanding of relevant laws and regulations including collective agreement, provincial labour law, human rights, Worksafe legislation and employment standards.
• Ability to pay attention to detail and ensure accuracy and completeness of all investigative material.
