General Accountabilities:
Support the Director, Rel Standards & Regulation, in providing Hydro One’s Senior Management with:
-
The strategies and specific initiatives needed to achieve corporate objectives, sustain achievement in the face of looming threats and to seize opportunities.
-
Delivery is achieved by leveraging both internal and external expertise and requires comprehensive insight and understanding of trends in the industry and the functions of Hydro One
- Externally representing and advocating for Hydro One’s business interests to North American reliability standards authority and/or regulators (FERC, NERC, NPCC, OEB, IESO/ MACD and CER) in respect to:
- Emerging reliability standards and material revisions to Applicable Standards, up to the date of enforcement in Ontario;
- All matters of compliance to Applicable Standards enforced in Ontario, including inherent risk assessments), internal control evaluations and MACD Audits.
- Achieving the greatest possible alignment of emerging standards with Hydro One’s objectives. This may involve participation on Task Forces, Panels, and Working Groups.
- Internally driving, facilitating, assessing, and reporting upon Hydro One’s:
- Preparations for achieving and sustaining compliance to Applicable Standards;
- Support and/or lead specific initiatives as required, including audits of various internal and external activities, benchmarking initiatives, and major customer response/support;
- Improving Hydro One’s overall compliance posture and risk profile in respect to Applicable Standards enforced in Ontario.
- Internally informing, advising and supporting Hydro One’s RSCC (Reliability Standards Compliance Committee) in its governance and oversight roles, and in particular, in support of its timely and informed decision-making in response to emerging and current matters related to North American reliability standards and the IESO market rules related to reliability standards.
Specific Accountabilities:

Within context provided by the Director, Strategy & Integrated Planning (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.), and working collaboratively with Planning management:
-
Adopt, adapt, invent and continuously improve business performance.
-
Adopt, adapt, invent and continuously improve performance level assessment methods
-
Implement fact gathering operations and methods for trend tracking and threat detection and assessment.
-
Identify a plan of initiatives to implement continuous improvement that accounts for logistic interdependencies and priorities.
-
Provide alternatives assessment and decision analysis to support the plan and each initiative and obtain approvals and commitments from appropriate levels of management.
-
Implement a reference plan framework for the effective planning, maintenance and operation of the computer tools and databases used for planning functions.
-
Participate in the development of submissions and serve as witness as required for applications to the OEB, MOEE, NEB, and other regulatory agencies.

In addition the Manager, Planning Strategies will support and/or lead specific initiatives as required (e.g. audits of various internal and external activities, benchmarking initiatives, major customer response/support).

Knowing and ensuring own and subordinates compliance with all legal and regulatory requirements, and all Corporate, Customer Relations policies and procedures, and generally accepted practices relating to the work of the business

Establishing a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work, and establishing continuous improvement program opportunities

Maintaining a team of subordinates who are capable of producing the outputs required:

Ensuring subordinates are able and willing to produce the desired output

Assessing staff capability to do the required work now and in the future

Conducting personal effectiveness reviews of subordinates to build relationships, trust, and to improve their effectiveness

Providing leadership to subordinates so that they collaborate competently, and with full commitment with each other in pursuing the goals set:

Translating the H1 and Asset Management goals and objectives into a direction which guides the operation of the business

Communicating that direction to staff

Defining specific tasks for subordinates which are required to achieve the desired results and/or to accommodate the changes required within the business operations

Providing subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health

Providing a work environment and facilities where health and safety incidents are minimized and employees are not dissatisfied

Providing a work environment that supports and values diversity and is free from harassment

Knowing and ensuring that subordinates comply with all legal and regulatory requirements, Corporate, Asset Management local policies and procedures, and generally accepted practices related to their work

Demonstrating stewardship of the assets and resources:

Ensuring every reasonable precaution is taken for the protection of the environment, the assets and subordinates

Providing for security of human, physical and information resources

Selection Criteria:
- Requires a 4-year University degree in Engineering or Science and a P.Eng. licence in Ontario.
- A Master of Business Administration would be considered an asset.
- Knowledge of electrical power systems and equipment as well as the design and performance of the transmission system, including reliability and power quality analysis; and performance reporting standards and requirements.
- Knowledge of the Transmission System Code, Distribution System Code, IESO and OEB reliability standards and reporting requirements would be considered an asset.
- Strategic and tactical mindset with the ability to translate strategic directives into actionable outcomes.
- Demonstrated experience in managing or supervising a team or group of staff with diverse accountabilities driving towards common goals.
- Knowledge of regulatory processes associated with filings and developing associated evidence.
- Effective leadership skills to navigate through various organizations to gather resources and motivate to accomplish tasks.
- Strong relationship building skills with both an internal and external focus.
- Requires a high degree of professionalism, initiative, self-motivation, and independence.
- Requires sound knowledge of the theories and principles relating to business methods, processes, including change management techniques.
- Requires excellent people skills to collaborate with team members and other Hydro One Lines of Business in achieving reliability standard compliance.
- Requires direct or indirect supervisory skills entailing professional engineering and other staff.
- Requires excellent communication skills, including a strong command of English, strong business writing skills, clear and convincing verbal communication skills and engaging and compelling presentation skills.
- Excellent knowledge of Hydro One’s External Regulatory Environment.
- Excellent knowledge of NERC, NPCC and IESO reliability standards.
- Excellent analytical skills to evaluate Hydro One’s reliability compliance posture, perform root cause analysis and recommend effective solutions.
- Excellent computer literacy skills demonstrated proficiency in Microsoft Office Applications such as Excel, Word, PowerPoint, SharePoint, and various Hydro One information systems.
- Requires knowledge of and experience in project management tools and methodologies in order to lead or participate in cross-functional teams.
- An understanding of the Company’s organization structure, business unit accountabilities, issues, processes and procedures and regulatory requirements would be considered an asset.
- Requires ability to examine processes and suggest improvements to make the processes more efficient
- This is normally considered to be acquired through at least 8 years of relevant progressive work experience.
