Job Function:

Support the Director - Power System IT by managing (i.e. evaluating requirements, identifying issues and drivers, setting strategy, evaluating options, developing and providing ongoing sustainment of integrated solutions) the major systems at the Ontario Grid Control contributing to:

(a) achievement of corporate performance targets

(b) compliance with regulatory requirements and industry standards

(c) fulfillment of customer expectations

(d) workers and public safety and

(e) efficiency of the Ontario electricity system. This includes tracking industry trends, collaborating with the IESO, NPCC, NERC, internal partners, and suppliers, assessing system events for lessons learned and implementing processes and systems to ensure compliance with market rules and ongoing regulatory readiness.

General Accountabilites:

  • Assist the Director - IT Operations in work planning, resource planning, setting department vision and strategy for Power System IT.
  • Provide governance oversight in the performance of Power System IT investment on enterprise business values
  • Represent the department (Power System IT) to collaborate with Hydro One LOBs in addressing their business and service requirements.
  • Provide direction and input to the strategic business planning process
  • Serve as IT management escalation in the delivery of IT services by service providers
  • Provide direction and input to the strategic business planning process
  • Provide oversight in the management of financial budgets and performance. Manage and accountable for the performance and development of subordinates within IT Operations domain.
  • Provide leadership and strategic direction relating to IT systems operations to monitor, measure, and provide continuous improvement to power system IT. The position will work with senior management and Hydro One Lines of Business to identify corrective actions and identify areas for improvement. Develop the strategy for what will be presented to the OEB and prepare required evidence.
  • Manage a group to monitor and maintain a detailed inventory of the available data centre resources. Ensure the inventory allows for anticipated future expansion and develop and execute plans to mitigate shortfalls. Work with peers within the department to develop and maintain a data centre resource utilization plan and ensure that current state documentation is up to date.
  • Manage a team to provide help desk and first level support activities to users within and outside the department. Ensure incident management and problem management activities are executed andaccurate.
  • Lead the department in the development and measurement of metrics to provide quantitative analysis of group and department effectiveness. Participate with peers within the division and larger organization to define, measure and achieve corporate effectiveness improvements.
  • Provide strategic direction in collaboration with other departments of BIT, Grid Operations, Engineering and Inergi in the execution of IT Operations activities.
  • Manage external Consultants and contract Service Providers.
  • Provide a leadership role in vendor user groups and develop relationships with other utilities to improve upon our utilization of the power system applications and assets and to keep abreast of industry trends and practices.
  • Communicate with senior management to link IT operations opportunities with the enterprise's strategic goals. Work collaboratively with other service delivery managers in execution of IT Operations activities and identify opportunities for improvement, monitor and enforce compliance with corporate policies and standards throughout Hydro One. Make recommendations to senior management and oversee the implementation of the improvement initiatives.
  • Develop and maintain the five year work and resource plan for Power System IT - IT Operations
  • Develop the staffing strategy for Power System IT that will ensure the long term sustainment of IT operations
  • Provide leadership and strategic direction to staff engaged in the maintenance and support of complex systems used for the real-time operation and monitoring of the Hydro One transmission & distribution systems and individual transmission & distribution assets.
  • Plan, schedule and assign the work with instructions, provide advice and guidance and check the work to maintain quality, accuracy and productivity. Select an optimum course of action and make recommendations to supervisor where any highly unusual operating expense or amount of staff is involved and alternative solutions are available. Identify and administer budget for the section, including cost control.
  • Ensure the core systems at the OGCC and Back-up Control Centre are maintained to required levels of reliability.
  • Manage and develop the settings of asset management strategies to ensure best advantage will be harvested from existing and emerging operating facility and tool technologies.
  • Integrate corporate objectives and strategies with regulatory requirements and technology trends to evaluate options and set strategies for the evolution and maintenance of the Network Management System, the Outage Response Management System, and the integrating system software.
  • Work collaboratively with the other direct reports of the Director Power System IT to integrate operating tools into a sustainment mode. Evaluate options and synthesize optimal specifications and timely plans for enhancements to the Power System IT processes and activities to support on-going sustainment of systems under Power System IT purview.
  • Develop and provide budgetary and class A estimates for Power System IT and tools alternatives for business planning and work programming consideration.
  • Be responsible for worker safety, Hydro One asset integrity, customer security and power system reliability.- Represent Hydro One on committees and task forces of external authorities (e.g. IESO, NPCC, NERC) in order to influence in favour of Hydro One's interests, the setting of various standards and requirements related to Transmission control facilities.
  • Negotiate with and influence Suppliers to align their business priorities, development directions and support practices to meet the present needs of Hydro One align with Hydro One's future requirements- Provide strategic direction in collaboration with other areas of BIT, Lines of Business and Inergi in the execution of system architecture activities.- Conduct service and performance reviews, Carry out Contract Management and monitor compliance for one or more of services received from an external service provider- Participate in the definition of strategic satisfaction measures for Company scorecards, performance contracts, SLAs, business planning or risk management; arrange for data collection required to monitor and report on measures
  • Perform Invoice/Charges Review

Managerial Accountabilities:

  • Provide leadership and sponsorship in key organizational initiatives
  • Manage the financial performance of the service management unit in accordance to the Hydro One investment framework
  • Manage career development of subordinates in: goals alignment, performance target set up and review, training plans establishment
  • Provide other managerial and administrative duties as required

Selection Criteria:

Technical Knowledge:

  • BA or BSc in Computer Science, Engineering At least 12 years experience in IT Experience managing IT services, either as a service recipient or service delivery

Demonstrated Management Skills:

  • Relevant experience in the governance and management of Service Level policy
  • Relevant experience in the ITIL framework and other IT standard of best practices- Experience in financial management and control
  • Strong communication skills in Service Management Processes to business
  • Ability to assess enterprise risk with proper recommendation in remediation
  • Ability to persuade, convince, influence behaviour
  • Ability to lead and work in a multi-team environment and drive completion of deliverables
  • Information seeking - ability to acquire information relevant to the achievement of valued goals
  • Strategic business thinking - ability to apply technical knowledge and experience to making management decisions for achieving business objectives
  • Team leadership - ability to take a role as leader of a team or other group
