The Saskatchewan Cancer Agency is seeking a Provincial Manager of Application & Solution Development to join our Information Management Services department. Reporting directly to the Chief Information Officer, the Application & Solution Development Manager will manage a technical team and lead the delivery of:

POSITION QUALIFICATIONS:
Bachelor’s degree in Computer Science, Engineering, Business Administration or equivalent combination of education and experience
Five (5) years experience managing integrated IT projects and teams
Five (5) years experience in a leadership role
ITIL Foundations, Project Management Professional, Prince 2 Practitioner, Business Analysis Professional or Master’s Certificate in Project Management would be considered assets
Experience working in health care IT would be considered an asset
MANAGERIAL ACCOUNTABILITIES:
As a member of the Information Management Services Team, contributes to the development of Agency strategic and operational plans with measurable targets, and executes the plans that are the responsibility of the Provincial Manager. Delivers clear direction and the appropriate level of support (e.g. systems, processes, resources, and guidance) to staff in the implementation of Agency plans. Implement Patient-First methodology in accordance with divisional plans of better health, better care, better teams, and better value.
Coaches and mentors’ staff, develops and implements operational controls and work standards to ensure the department meets or exceeds provincial, federal or other regulatory requirements.
Cultivates an environment where people are committed to achieving results collectively and holds staff accountable. Builds a strong team with complementary experience and skills. Promotes innovative thinking and a collaborative environment within the department by creating an engaging environment, drawing out and utilizing diverse perspectives to generate solutions.
Assists the CIO with the development of the department budget and monitors the unit’s budget allocations. Accountable for evaluating and monitoring the resourcing, implementation and evaluation of program/service performance and outcomes within their responsibility. Is attentive to effective operations, and confirms standards, principles and processes are established and followed.
Develops and maintains strong working relationships within the department/division, with other Agency staff, other departments/divisions as well as with external stakeholders.
Communicates with integrity, when dealing with other Agency staff and external stakeholders. Models the Agency’s values through decisions and actions.
Provides input and support to organizational development, change management, continuous improvement and initiatives.
Champions the Agency’s commitment to a culture of safety and health for all staff and patients/clients, by promoting and supporting specific safety and health programs and/or initiatives that meet or exceed requirements set out in applicable safety and health legislation.
SPECIFIC ACCOUNTABILITIES:
The Provincial Manager leads a team of information technology professionals in delivering the following accountabilities:
Enterprise Solution Development & Design:
- Leads the development of the overall information architecture and integration of data sources and systems that support the Agency
- Collaborates with the IMS Management Team to ensure that the overall technical architecture and IT infrastructure supports the delivery of world class information technology services and supports to the clinicians, business users and researchers that use the systems to deliver programs and perform research activities
Application & Solution Delivery:
- Works with project managers, business analysts, change managers, application support analysts, business owners, sponsors and other staff to focus on delivery and ongoing support of the departmental systems utilized for programs to deliver on their mandates
- Oversees the working groups in setting day-to-day operational priorities and ensuring that resources are working on the correct priorities.
- Works closely with IMS Management Team to manage IMS and other resources across IMS operations, projects and system support.
- Supports project managers, business owners and sponsors as they take their projects through project gating and review processes.
- Maintains day-to-day relationships with software vendors.
- Develops and implements fiscal plans to ensure that the information technology/systems department meets the Agency’s financial operating requirements and constraints.
Industry Best Practices & Strategy:
- Keeps current with industry trends and issues and advises, counsels and educates executives and management on competitive or financial impact.
- Identifies opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, purchasing, multiple department investment and in-house development.
- Develops business case scenarios, justifies the cost/benefit analysis for IT spending and initiatives.
- Collaborates with colleagues at eHealth Saskatchewan and the Saskatchewan Health Authority to ensure that the Agency seamlessly receives the information required to deliver SCA services, and that appropriate service level agreements, data sharing agreements and data access agreements are in place.
- Ensures that Agency-wide disaster recovery and business continuity plans are developed and tested for the Provincial Manager’s portfolio of systems and applications.
- Collaborates with the IMS Management Team to support the continued development of IMS expertise by training and continuously coaching team members and by establishing a framework of standardized methodologies, processes and tools.
- Promotes and oversees strategic relationships between internal IT resources and external entities and partners.
- Directs the design, development, implementation and retirement of agency-developed software solutions to meet unique Agency requirements, where “Buy vs build” analysis shows this approach to be superior to purchase/implementation of commercial off the shelf (COTS) solutions.

- Demonstrated ability to leverage IT industry best practices and methodologies to solve complex organizational problems
- Ability to communicate highly technical concepts to varied audiences
- Good understanding of application lifecycles, enterprise development, emerging technologies, specialized networks, data processing, hardware platforms, enterprise software applications, integration engines, HL7 messaging, security and outsourced services, including Cloud services
Business Skills:
- Excellent understanding of project management and change management
- Strong interpersonal, planning, organization, facilitation, analytical, problem-solving, conflict resolution skills
- In depth knowledge of applicable laws and regulations as they relate to healthcare IT
