The Talent Management Associate supports the design and delivery of strategic talent acquisition and workforce planning programs across HHS. As a subject matter expert and advisor, the Talent Management Associate supports the attraction, mobility, and retention of a talented hospital workforce.

Strategic Talent Acquisition & Workforce Planning

  • Provide support for the development and implementation of key talent acquisition and workforce planning strategies and programs

  • Prepare research and recommendations related to recruitment and selection leading practices in support of HHS’ Strategic Plan and corporate workforce initiatives

  • Prepare and deliver presentations to departments, partners on talent acquisition and workforce planning strategy, trends and metrics, and key issues as they arise.

  • In collaboration with Sr. Specialist, supports internal workforce programs in relation to immigration. Collaborating with external immigration consultants, providing guidance and facilitating standard work and processes for immigration support at HHS in a complex healthcare environment

  • Support the development of targeted recruitment strategies for large-scale initiatives and difficult-to-fill positions.

  • Research innovative approaches to source scarce and/or top talent from across a global workforce

  • Facilitate planning meetings and engagement sessions with partners to identify opportunities and business needs to inform program/process design and continuous improvement.

  • Support the development of best practice standards, processes, tools and resources to be applied by HR Business Partners, other operational HR staff and hiring managers across the organization to execute the full recruitment cycle enabling hiring managers to attract, qualify and hire the right candidates while mitigating risk to HHS.

  • Assist in the development of talent acquisition policies, standards and guidelines.

  • Works closely with HR partners and clinical departments to identify and solution escalated talent acquisition issues.

  • Provide support to HR leaders for senior leadership and executive level assignments.

  • Provide HR administrative leadership for procurement, purchasing and accounts management processes (PO management, vendor communications, market research, invoice processing and reconciliation, documentation and collaboration with finance).

Talent Program & Project Leadership

  • Monitors, analyzes, and communicates regulatory, legislative, and policy changes.

  • Leads the talent-training program for a diverse range of partners and user groups from the HHS community.

  • Design and deliver talent related training sessions across all levels of the organization (front line employees to executive level). This includes in person sessions and digital learning (e.g. e learning, webinars).

  • Oversee the development and maintenance of training resources and documentation.

  • Assess and engage external training resources (e.g. consultants) as required. Prepares cost/benefit analysis and makes recommendations for utilization.

  • Conduct training needs assessments in areas such as organizational knowledge, skills, and abilities to identify gaps or areas of need. Develops custom training and educational solutions as required

  • Provide hands on support to the HR leaders for transformational projects, workforce-planning initiatives, and other key projects, which affect acquisition, mobility and retention of HHS employees.

  • Participate/lead organization wide operational, system, process improvement, and efficiency initiatives. These projects involve understanding issues, cost impacts, determining root causes, implementing solutions, and ensuring sustainability through ongoing evaluation.

  • Lead HR projects by developing project plans, assigning responsibilities, monitoring progress, and ensuring successful completion.

  • Lead engagement by facilitating meetings, focus groups, workshops, surveys, etc.

  • Facilitates issue resolution by gathering required data, performing analysis, and providing inputs to recommendations.

  • Prepares proposals, reports, and presentations for a diverse range of partners, including the executive level.

  • Apply judgment and tact to communicate sensitive information to, and collaborate with, a variety of internal and external partners.

  • Lead and participates organization wide projects as assigned. 

  • Execute a diverse, high volume talent communications & engagement program

  • Prepare communications materials and recommendations

  • Work with Communications & Public Affairs team to produce creative, engaging communication strategies to a diverse range of audiences


Qualifications
  • University Degree (Business, Human Resources Management, other relevant)
  • CHRP/CHRL considered an asset
  • 5 years HR experience in a large, complex public sector, unionized environment in functional areas such as strategic talent acquisition, recruitment and selection, workforce planning & management, HR systems & reporting, learning & development.
  • 5 years project management experience.
  • Sound knowledge of relevant legislation (Ontario Human Rights Code, Employment Standards Act).
  • Strong understanding of HR systems (Oracle HCM Cloud, PeopleSoft, Taleo, etc.).
  • Advanced technical skills in Microsoft Office applications (Excel, Word, PowerPoint, Publisher, etc.).
  • Excellent research and analytical capabilities.
  • Exceptional project management skills and demonstrated ability to manage multiple and competing priorities simultaneously in a complex environment.
  • Strong understanding and ability to apply continuous improvement principles and quality management methodologies.
  • Skills in influencing, relationship management and communications to obtain awareness, understanding, buy-in, and support.
  • Ability to develop and implement complex HR policies, programs, and processes. 
  • Ability to develop and implement unique training programs for diverse groups with varying learning requirements.
  • Sound understanding of adult learning theory, learning needs, performance gap analysis, instructional design, development, and implementation, and evaluation of learning effectiveness.
  • Exceptional written and verbal communication skills.
