Reporting to the Lead, Talent Acquisition, the Recruitment Associate is responsible for providing consistent support for high volume full cycle central recruitment services at Hamilton Health Sciences. The Recruitment Associate supports an assigned portfolio, up to and including the Director level. The Recruitment Associate is responsible for the effective and efficient delivery of centralized recruitment services within their assigned portfolio, acting as trusted advisor to leaders on recruitment issues and initiatives, supporting the execution of business operations while aligning with recruitment and workforce planning strategic objectives. 

The Recruitment Associate acts as a primary point of contact for hiring manager/ department leaders and collaborates with the client portfolio to attract, qualify and hire candidates through the recruitment and selection process. The Recruitment Associate provides subject matter expertise for full cycle recruitment, ensuring adherence to recruitment processes, procedures and applicable collective agreement language, and relevant employment and human rights legislation. 

As a client focused role (internal & external), the Recruitment Associate is responsible for improving the experience of candidates as well as the hiring managers throughout the recruitment cycle.

Recruitment & Selection
•    Facilitates recruitment planning and advisory meetings with client group to assess and determine on-going recruitment needs and vacancies. 
•    Serves as the primary contact for a client portfolio of hiring managers and department leaders while managing the end-to-end recruitment process.
•    Provides input into centralized advertising/marketing strategy for unionized and non-unionized positions to recruit qualified candidates.
•    Collaborates with client group to maintain and update posting language, advise on process and policies relating to the creation, approval and posting of jobs. Provides guidance to ensure posting accuracy and attractive to a diverse range of qualified candidates.
•    Coordinates with job/career search websites to obtain pricing and facilitate payment for positions classified as difficult to fill in collaboration with HR Operations. May advise on recruitment advertising strategies in conjunction with specialized expertise from Talent Management team as requested. 
•    Works closely with the HR Operations team, HR Business Partners, and other HR partners as required throughout the recruitment process to manage issues, escalations, and mitigate risk.
•    Conducts external candidate research and engages in active/targeted recruitment and outreach for difficult to fill and critical roles for the organization. Utilizes in depth understanding of the organization, program areas, and roles to increase interest and applications from passive candidates. 
•    Screens applicants for the position based on the qualifications determined in the posting, consulting with hiring manager as needed.
•    Conducts prescreening assessments with candidates to determine interest and experience for position and suitability for interview.
•    Adheres to multiple collective agreements and seniority guidelines, human rights and employment legislation when engaging and making determinations regarding internal and external candidates.
•    Responsible for creating a positive candidate experience through all communications and engagement.  
•    Creates interview guides and scoring matrix tools to assess candidates suitability, ensuring appropriate questions and fair scoring based on current best practices and legislated requirements.
•    Participates as the HR representative in group interviews as required. Facilitates group interviews with multiple client groups and leads debrief session to determine candidate/organizational best fit.  
•    Creates recruitment tools and resources for efficient and standardized candidate screening as necessary. 
•    Navigates multiple HR (myHR, ODISS) and recruitment systems (Taleo) and using the system to appropriately review resumes, and track candidates through the recruitment process.  
•    Conducts reference checks for candidates to determine experience and ensures the suitability of those references. Consults with Hiring Manager and makes recommendation for hire based on reference report. 
•    In consultation with hiring manager, manages job offer details, negotiating key items such as start date, vacation, and salary. Keeps the hiring manager informed on progress throughout offer management stage.
•    Completes necessary forms and paperwork to ensure candidate offer letters and onboarding forms are processed appropriately.
•    Works with hiring manager and other HR Partners on exception request to offers (Salary, vacation, rehire etc.).
•    Monitor and analyzes key recruitment metrics from applicant tracking system (Taleo) and HRIS (myHR) to measure the success and efficiency of recruitment process.
•    Prepares recruitment reports on a frequent basis to evaluate key metrics and provide updates to Recruitment Team Lead and client portfolio. 
•    Tracks current vacancies and status of all requisitions to provide frequent updates to Recruitment Team Lead and Hiring Manager.
•    Solutions recruitment issues by gathering required data, performing analysis, and providing inputs to recommendations. 
•    Prepares recruitment related proposals, reports, and presentations for a diverse range of stakeholders, including the senior leadership level. Provides leadership, coordination, and logistical support for large-scale career forums and hiring events. Acts as representative on behalf of Hamilton Health Sciences to support a positive candidate engagement and branding of the organization. 
•    Develops evaluation plans for career forums and hiring events and provides feedback to Manager, Organizational Design and Workforce Planning, and Talent Acquisition Lead, and client portfolios regarding return on investment. 
•    Provide hands on support to Talent Acquisition Lead and other stakeholders for transformational and continuous improvement projects, which impact acquisition, development and retention of HHS employees. 
•    Lead and/or participate in recruitment projects by developing project plans, assigning responsibilities, monitoring progress, and ensuring successful completion. 


Qualifications
  • University degree in Human Resources Management, Business Administration or equivalent 
  • CHRP/CHRL considered an asset 
  • Five (5) years of Human Resources experience in a complex unionized and/or hospital environment. 
  • Five (5) years of experience leading and executing end to end recruitment and selection activities for a high volume, diverse client/program portfolio
  • Five (5) years of Human Resources Information System and Recruitment System data management, reporting, and analytics experience
  • Three (3) years project coordination/management experience 
  • Strong legislative and regulatory knowledge (Employment Standards Act, Human Rights Code, Accessibility for Ontarians with Disabilities Act)
  • Strong technical skills using HRIS and recruitment systems (Oracle Cloud, Taleo), and Microsoft Office
  • Strong knowledge of healthcare workforce environment and end to end recruitment process
  • Strong knowledge and ability to apply key workforce planning tools and concepts.
  • Strong planning and organizational skills with exceptional attention to detail
