Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

 

Reporting to the Leader, Work Design & Compensation, the Representative provides technical and administrative support services to the Work Design & Compensation team; provides servicing to the Client Partners by reviewing the content of job descriptions and recommending appropriate classification level; provides assistance in the development, maintenance and ongoing enhancement of Compensation/Classification databases; assists consultant in implementing classification changes by compiling data and preparing documentation; Conducts research, benchmarking, costing and analysis; prepares and presents reports and briefing documents. Processes transactions to implement employee reclassifications, applicable retroactive lump sum payments, and/or job code changes in related systems. Communicates with internal and external stakeholders in the development, review, or transformation of programs from a Work Design & Classification perspective. Analyzes the impact of Compensation & Classification initiatives and/or issues that maintain consistency with broader organizational vision and strategies, mitigates risks and realizes efficiencies. Provides assistance in the development, maintenance and ongoing enhancement of Compensation/Classification databases, conducts and completes compensation surveys; develops statistical reports; initiates the gathering of information for third party hearings.


Responsibilities


  1. Provides job classification/evaluation, administrative and analytical support to the Compensation & Classification team; prepares, reviews and revises job descriptions in accordance with established practices and procedures and administers applicable classification system as necessary. Processes job description and classification grievances files and prepares related correspondence.
  2. Implements compensation changes resulting from collective agreements and classification adjustments such as general wage increases, pay equity, collective agreement ratifications and grievance resolutions; compiles data and prepares documentation in collaboration with key stakeholders; provides detailed costing summaries and analyzes impact of classification changes.
  3. Processes necessary transactions to implement employee reclassifications, applicable retroactive and/or lump sum payments, job code changes, etc. in related systems; liaises with payroll and finance staff as required and attends to related problems and queries.
  4. Supports Client Partners in preparation for third party interventions and grievances. Gathers information by methods such as gathering information and preparing detailed costing summaries. Conducts in-depth job audits as required. Conducts research, benchmarking, costing and analysis; prepares and presents reports and briefing documents.
  5. Identifies metrics to provide a statistical trending analysis for departmental requests. Develops and maintains Standard Operating Procedures for the various systems / processes.
  6. Initiates adjustments and runs audits on applicable wage tables within human resources applications in an accurate, timely manner to reflect salary adjustments, general wage and/or pay equity increases as per collective agreement requirements.
  7. Functions as a super user in the development, maintenance and ongoing enhancement of compensation and HR databases and ensures data integrity within the systems.
  8. Provides classification information to a variety of internal and external sources ensuring compliance with Compensation & Classification policies and procedures; communicates with union representatives and HEABC on matters pertaining to job classification/evaluation and prepares related correspondence as appropriate.
  9. Maintains information systems/databases to enable efficiency in Compensation & Classification processes; maintains integrity of job class tables and participates in job code audits and related projects. Responds to compensation/classification requests from a variety of sources for job descriptions and statistical data.
  10. Provides support and contributes to project teams and interdepartmental committees. Liaises with Leaders, clients, and committee members. Provides analysis of Compensation & Classification related data to relevant stakeholders.

Qualifications

Diploma in Human Resource Management and three (3) years' recent, related compensation/job evaluation experience in a multi union health care environment or an equivalent combination of education and experience. Proficient computer skills with word processing, spreadsheet and graphics programs and confirmed expertise in database programs. Eg: MS Word, PowerPoint, Excel, Visio and Access.
