Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health:
This position is accountable to provide strategic leadership of Surgical Initiatives/Projects across Fraser Health (FH) and to provide overall leadership, direction and oversight of Medical Device Reprocessing (MDR) Operations across FH.
Based on the strategic goals of FH, consults with FH Surgical Network team to prioritize initiatives/projects, define project scope and strategies, and directs and leads the development of action plans to meet designated goals within mandated timeframes. Working in close collaboration with FH leadership and the Ministry of Health (MoH), provides strategic leadership and accountability for the development and implementation of policies, guidelines, measures of evaluation and reporting systems to support and ensure the success of the strategic initiatives. Leads, coordinates and oversees resources to enable systems, solutions and practices are implemented across FH in accordance with FH's mission and objectives, and in accordance with MoH requirements, objectives and timeframes.
Responsibilities
- Accountable to lead the development and implementation of surgical initiatives/projects in response to FH and MoH direction. Provides strategic leadership, oversight and accountability of project/initiative including development of project strategies, plans, models, systems, procedures and processes.
- Establishes a collaborative framework for surgical leaders, teams and shareholders to participate, provide input, and contribute to the development and implementation of required initiatives and projects, including the coordination and leadership of resources from participating areas.
- Accountable to lead and oversee assigned resources to ensure systems, processes and needs for change are identified and assessed, and appropriate action plans developed.
- Recommends to Executive Director and FH Surgical Leadership strategic project priorities. Outlines project scope and objectives; facilitates consensus among participating leadership teams; develops project charters as appropriate.
- Provides strategic leadership through consultation and collaboration with stakeholders to ensure all facets of the project/initiative have been vetted in order to identify issues/areas of concern, or identify risks which may impact project implementation readiness. Ensures newly designed and changed processes, protocols or program structures are developed and implemented which support desired outcomes.
- Provides regional oversight of MDR in areas of Quality Assurance, Accreditation, Practice Standards, Policies and Processes. Leads and provides operational management to MDR Managers & staff across FH.
- Reviews and approves capital and operating budgets related to MDR on-going operations and initiatives. Provides oversight of capital equipment updates as required.
- Negotiates and facilitates consensus with FH surgical networks and external agencies such as the MoH on surgical initiative prioritization, implementation delays, or other impacting issues.
- Develops and provides regular reports to the ED, FH surgical leadership and the MoH outlining project status or risk, potential complications or areas of concern, project implementation readiness or identification of issues/obstacles. Modifies project deadlines or milestones as necessary.
- Reports to the ED and leadership team on system and operational changes required for successful implementation including the status and risks. Ensures appropriate reporting through FH Report Cards or other performance measurement tools as appropriate.
- Coordinates, liaises and works with stakeholder areas, business analytics and quality areas to formulate monitoring strategies and to ensure project metrics are appropriate and meet objectives. Ensures all initiatives integrate seamlessly to support the overall goals of FH.
- Accountable to provide strategic leadership in the development and participation of new/modified policies and procedures required to implement assigned initiatives/projects.
- Manages the recruitment, professional development, discipline and/or termination of reporting management and staff. Utilizes FH performance management to assess and develop training plans; participates in the management of human resource matters as appropriate.
Education and Experience
Master's degree in Nursing, Business Administration or a related health care discipline, supplemented by ten (10) years' recent, related experience in progressively more complex leadership roles in a large health based organization, including demonstrated experience/expertise in project management.

- Experience and/or knowledge of MDR processes, including infection prevention and control processes.
- Experience and expertise in project management including change initiatives.
- Demonstrated ability to negotiate.
- Knowledge of current Provincial Health Care policies.
- Experience and Knowledge of management strategies and programs.
- Excellent written and verbal communication skills.
- Ability to operate related equipment.
- Physical ability to perform the duties of the position.
