Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Executive Director, Provincial Psychological Health & Safety, the Director, Provincial OHSMS Modernization & Systems Enablement is responsible to lead the development and implementation of the provincial occupational health and safety management system (OHSMS) in support of the Ministry of Health’s commitment to OHS Modernization. This position will execute the Ministry of Health’s strategic objectives to transform the delivery of provincial Health and Safety Management System (HSMS) projects, programs and resources to align with CSA standards and position all BC Health Authorities and Providence Health Care in creating a safer work environment for healthcare workers across the province. Utilizing solid project and change management principles and processes, the Director Provincial OHSMS Modernization & System will support assigned initiatives established by the OHS Modernization Operational Steering Committee (the “Steering Committee”), engage key partners, and provide leadership and direction to leaders, teams, and working groups across a variety of jurisdictions.
The Director leads the development, implementation and evaluation of health, well-being, and safety projects and initiatives that meet the unique needs of employees, volunteers, students and physicians. Collaborative partnerships with unions, SWITCH BC, SafeCare BC and other entities who share responsibility of OHS within the BC healthcare system is critical to navigate conflicting priorities and deliver effective and durable solutions.
Responsibilities
- Establishment of a new provincial OHSMS Consultation Forum including ensuring representation from all key interest partners including unions and health authorities creating Consultation Forum Terms of Reference, plans and objectives to guide activities.
- Creates and delivers a unified OHSMS framework and multi-year roadmap with partner review and input integrating change management and organizational readiness activities in planning and execution.
- Provides strategic project oversight and leadership to large, complex planning projects and major transformation initiatives by developing and managing priorities, project timelines/milestones, formulating change management strategies, identifying implications, mitigating risks and identifying qualified resources within approved funding and resource constraints.
- Provides subject matter expertise and leadership on the strategic initiative to the executive sponsors or sponsor group (e.g., steering committees) based on leading OHS best practice, benchmarks and relevant regulations and standards.
- Performs recruitment of staff and manages the professional development of direct reports through the formal assessment of training needs and the development of training plans: responsible to oversee and as required, participate in the management of human resource matters; prepares and conducts performance assessments for direct reports.
- Negotiates, reviews and approves budgets for various projects and initiatives; monitors functional budget and is accountable for managing projects and resources within allotted funds and allocates financial and human resources across projects and initiatives to meet service needs and fiscal mandates.
- Develops and implements industry leading; tools, applications, systems, databases, and analytics to advance the industry on reporting and tracking of provincial workplace health indicators.
- Provides overall leadership, direction and supervision to the department through coaching, mentoring, skill and leadership development, and team building. Manages human resources to support the operation and strategic transformation, implementation and administration of projects and priorities. Manages assigned staff including recruitment, supervision, work assignment, performance management, professional development, and all aspects of discipline including termination.
Education, Training and Experience
Master's degree related to disability management, occupational health, safety, kinesiology or human resources and seven (7) to ten (10) years' recent, related progressively responsible leadership experience and proven expertise and understanding of the complex healthcare environment or an equivalent combination of education, training and experience. Experience supporting large scale change is preferred involving both process and technology.

- Thorough knowledge and experience leading complex change encompassing the entire spectrum from unit/ team level through to enterprise/systems level.
- Demonstrated knowledge of contemporary and best practice approaches to transformational change and project management principles.
- Comprehensive knowledge of health and safety legislation, regulations, statues, collective agreements, policies and procedures.
- Demonstrated ability to assess readiness and develop and implement engagement strategy in leading complex organizational change.
- Demonstrated ability to define, plan, influence, direct and implement large, complex system-wide strategic priorities and projects.
- Excellent written and oral communication skills coupled with the ability to write or edit high quality business documents (e.g. master project plans, risk management plans, communication plans, progress reports, project wrap-up documentation).
- Excellent presentation, interviewing, facilitating, and negotiating skills.
- A self-motivated, results oriented professional with a sense of urgency and excellent judgment in achieving objectives.
- Flexibility and a tolerance for ambiguity in a constantly evolving organization and health service environment.
- Ability to operate related equipment and applicable software applications.
- Physical ability to perform the duties of the position.
