Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Coordinator, Transportation Demand Management & Commuter Services (TDMCS) is responsible for managing the TDMCS program for Fraser Health, Provincial Health Services Authority, and Providence Health Care (collectively, �the Organization�).  This work involves establishing, evaluating, improving, implementing and tracking TDMCS best practices, contract specifications and policies to ensure compliance with sustainable transportation regulations and/or legislation.   The Coordinator works to consolidate and centralize a three Health Authority TDMCS program within the Integrated Protection Services (IPS) Department. The role reviews TDMCS transactions, coordinates and executes implementation strategies for TDMCS program expansion and improvement.  The Coordinator is also responsible for the overall administration, integration and standardization of TDMCS processes, policies and procedures within the IPS, Parking, Photo ID Access and TDMCS programs. The role also oversees detailed studies and conducts comprehensive transportation surveys.


Responsibilities


  1. Coordinates the development, implementation, operation, maintenance and evaluation of the TDMCS program, policies, practices and procedures for the Organization. Collaborates and engages with internal and external stakeholders in establishing contract specifications, tendering and selection for TDM operations, or Electric Vehicle Charging Stations (EVCS) projects.  Administers and recommends revisions/terminations to contracts, operating and partnership agreements, and signs off on the external contracts upon consultation with the Director, IPS or designate.
  2. Coordinates detailed studies and conducts comprehensive transportation surveys to identify and establish employee demand and usage of alternate transportation in accordance with internal and external stakeholder requirements. Performs cross-institutional benchmarking to establish best program practices. Prepares associated TDMCS project budget estimates and business cases for program initiatives requiring one-time and annual resources.
  3. Tracks, monitors and reports on progress of TDMCS project from conception to implementation including monitoring expenditures, managing timelines and milestones, and organizing team responsibilities to ensure the initiative is moving forward based on established deadlines and budget allocation.  Recommends corrective actions to the Director when necessary.
  4. Consults Collaborates with external agencies and organizations in the design, development and deployment of new TDMCS initiatives across the Organization. Represents the HAs TDMCS interests by attending meetings and serving on committees as required.
  5. Reviews metrics and reports provided by the Lead on TDMCS to ensure accomplishments meet with stated organizational, municipal and legislative objectives.   Forward recommendations to the Director for follow up, review and action.
  6. Assists the Director with annual budget and account preparation through financial analysis and preparation of supporting documentation.  Oversees the TDMCS budget by approving and monitoring expenditures and reporting variances within assigned budgetary guidelines. Creates and maintains audit and financial controls for TDMCS program.  Participates in capital planning deliberations involving TDMCS.
  7. Oversees the development and maintenance of operating and capital budgets for the designated portfolio by ensuring expenditures remain within budgetary allowances. Makes recommendations regarding TDMCS operational, financial, audit and organizational priorities.
  8. Oversees assigned TDMCS program staff's responsiveness to queries and complaints ensuring consistency and accuracy messaging.  Tracks all customer services interactions ensuring alignment with key performance standards.  Escalates unresolved issues to the Director or designate, as required.
  9. Oversees the recruitment, mentoring and development of assigned staff. Supervises designated staff by providing work direction and assignment of duties to meet operational requirements.  Conducts employee reviews to ensure effective performance of duties.  Implements corrective action/employee discipline up to and including terminations, as required.
  10. Prepares confidential, financial and legal of a sensitive nature such as Government funding submissions, Service Agreements, Account Reconciliation and Audit reporting, in relation to TDMCS operations.
  11. Liaises between the TDMCS program and the Energy and Environmental Sustainability department regarding sustainable transportation practices, initiatives and projects within the Organizations. Compiles and provides the various departments with reports and sustainable TDM initiatives to ensure that the departments can collaborate and integrate their actions with stated environmental objectives.
  12. Remains current on environmental best practices and emerging developments and trends in TDMCS. Assesses opportunities and brings forward new program related information to the Organization to meet stated objectives.
  13. Works with the Director to introduce, update and/or implement new or changed processes, structures and systems for the TDMCS program across the Organization to ensure all sites are operating under a consistent set of guidelines.  Identifies areas of concern and implements corrective action, as directed by the Director or designate.
  14. Acts as a continued parking management resource at facilities requiring elevated TDMCS project and site redevelopment support, namely the Royal Columbian Hospital.

Qualifications

Education and Experience

Diploma in Business Administration, Project Management or related field supplemented by five (5) to seven (7) years' recent, related experience in Parking, Planning, Transportation Demand Management and Commuter Services for a large institutional or campus environment and/or large complex multi-site organization, or an equivalent combination of education, training and experience.
