Job Summary
raser Health is seeking a dedicated and experienced Client Partner for our Disability Management Specialized Services team. This role provides leadership and direction to frontline leadership and HR Consulting Services by managing complex disability cases involving physical, mental, and/or medical disabilities. The successful candidate will act as a clinical resource, reviewing and interpreting medical information from physicians and other service providers to confirm the validity of sick leave claims and facilitate employee recovery from illness and injury.
Key Responsibilities:
- Conduct medical case management of complex disability cases.
- Act as a clinical resource in reviewing and interpreting medical information.
- Develop appropriate medical questionnaires for treatment providers.
- Facilitate the development, implementation, evaluation, and revision of complex return-to-work programs.
- Establish Work Accommodation agreements with third parties such as WorkSafeBC and Canada Life.
- Provide consultation and advice on standardizing Disability Management (DM) processes and protocols.
- Create and implement new DM protocols; evaluate and revise as needed.
- Investigate disability management issues and complaints; research appropriate jurisprudence and industry practices.
- Develop, recommend, and implement contract interpretations, policies, procedures, and programs to facilitate the Work Accommodation process.
Qualifications:
- University degree in a health science discipline such as kinesiology, occupational health, or a related field such as disability management.
- Five (5) to seven (7) years of recent related occupational health experience in:
- Medical case management
- Disability claims management
- Work accommodation process in a healthcare or similarly complex organization
- An equivalent combination of education, training, and experience will also be considered.

Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Provides clinical leadership and oversight to address occupational and non-occupational disabilities (physical, mental and medical) by providing direction and consultation regarding disability management in the areas of clinical/medical case management, complex disability case management and Work Accommodation; provides consistent application and interpretation of related legislation, arbitral jurisprudence, employment/labour case law and collective agreement language as it relates to the Enhanced Disability Management Program (EDMP) at FH; works to gather information, prepare for and represent the Employer at third party hearings such as arbitrations, tribunals and/or related quasi-judicial venues; develops related DM tools, reviews, revises and/or develops educational resources and other services with a focus of reducing staff disability costs at FH.
Responsibilities
- Provides leadership and direction to Fraser Health frontline leadership and HR Consulting Services by conducting the medical case management of complex disability cases involving physical, mental and/or medical disabilities by acting as a clinical resource in the review and interpretation of medical information from physicians and other service providers to confirm validity of sick leave claims and facilitate employee recovery from illness and injury.
- Develops appropriate medical questionnaires for treatment providers regarding identified disability, in accordance with EDMP medical case management procedures; facilitates the development, implementation, evaluation and revision of complex return to work programs at FH including Work Accommodation agreements with third parties such as WorksafeBC and Canada Life to ensure effective and efficient return of staff to productive and meaningful employment.
- Provides consultation and advice into the standardization of DM processes and protocols at FH to enhance the supportive services provided to staff and managers; creates new DM protocols for implementation and use; evaluates protocols and implements revisions as needed to meet key performance indicators and evidence-based best practice.
- Investigates related disability management issues, complaints and researches appropriate jurisprudence and industry practices; develops, recommends and implements contract interpretations, policies, procedures and programs to facilitate the Work Accommodation process consistent with research findings, best practice and related arbitral jurisprudence.
- Negotiates with external stakeholders such as union representatives and/or external 3rd party agencies to facilitate the return to work of the employee, work accommodation and/or discussions regarding other available disability management options such as early retirement from the organization; work with staff at FH in other Employee Experience areas to complete the consultation, develop recommendations and/or options for the employee and implements action plan for the employee, as required.
- Provides consultation to assigned programs regarding available disability management services, the dispute resolution process and the management of duty to accommodate process; prepares and strategizes Employer’s position for meetings with the employee, Union and/or third party provider; works with legal counsel and represents the Employer on identified cases proceeding to a third party and/or other quasi-judicial tribunal.
- Works collaboratively and facilitates partnerships with key internal departments within FH on integrated services to minimize the impact of disability management on the system; provides direction and/or guidance by managing stakeholder claim/case disputes and/or negotiating complex issues with internal and external stakeholders related to disability case management or the work accommodation process to resolve matters.
- Identifies training needs related to medical case management, complex disability case management and the work accommodation process; develops and/or provides education materials to enhance knowledge of various physical/mental/medical conditions, associated limitations/restrictions, anticipated RTW barriers to overcome and current evidence-based treatment and disability duration guidelines.
- Remains current with Human Rights legislation, arbitral jurisprudence, related case law, disability guidelines and treatment protocols; works with internal stakeholders to ensure consistent collective agreement language application of the EDMP including legal requirements and other related regulations around disability management and work accommodation.
University degree in a health science discipline such as kinesiology, occupational health and/or related field such as disability management. Five (5) to seven (7) years' recent related occupational health experience in medical case management, disability claims management and experience with the work accommodation process in a health care and/or a similarly complex organization, or an equivalent combination of education, training and experience.
Hold designation of Certified Disability Management Professional with the International Disability Management Standards Council (IDMSC).
