Nature of the work 

The Administration Technician assigned to Payroll Services provides technical and administrative support for the accurate and timely processing of employee payroll and related transactions. The role also ensures the effective administration of pension, collective insurance, government reporting, and other payroll-related programs.

Description of tasks

Payroll processing and administration 

  • Performs administrative and technical tasks related to the processing and administration of payroll.
  • Collects, verifies, enters, and updates employee payroll and employment information in the payroll and HR systems.
  • Processes employee assignments, status, salary changes, leaves, returns to work, terminations, and other transactions.
  • Verifies timesheets, additional hours, premiums, deductions, and other payroll-related information.
  • Performs calculations and adjustments related to salaries, retroactive payments, vacation pay, leave, overpayments, recoveries, and other payroll transactions.
  • Prepares and processes post-pay cheque requisitions for salary adjustments, retroactive payments, corrections, reimbursements, and other payroll-related transactions.
  • Follows up on outstanding information and ensures payroll transactions are completed within established deadlines.

Pension and government reporting

  • Prepares and submits the annual declaration to Retraite Quebec, ensuring the accuracy and completeness of pensionable earnings, service, and employee information.
  • Prepares Records of Employment (ROEs) for end of employment, parental leaves, cyclical layoffs, and other situations requiring an ROE.
  • Ensures ROEs are accurate and submitted within prescribed timelines.
  • Communicates regularly with Service Canada regarding ROEs, Employment Insurance-related inquiries, corrections, and requests for additional information.
  • Follows up with government agencies to resolve discrepancies or issues related to employee employment and payroll information.
  • Assists with year-end payroll activities, including the preparation and verification of tax slips and related documentation.

Collective insurance and employee benefits 

  • Administers employee collective insurance files, including enrolments, changes, terminations, and premium adjustments.
  • Maintains accurate employee coverage and insurance information in the appropriate systems.
  • Ensures payroll deductions accurately reflect employee collective insurance coverage.
  • Communicates with employees, insurance providers, and internal departments to resolve insurance-related issues and inquiries.
  • Provides information and assistance to employees regarding benefits, deductions, pension contributions, and other payroll-related matters.

Employee and management support

  • Responds to inquiries from employees, managers, schools, and departments regarding payroll, salary, deductions, leaves, benefits, pensions, and related matters.
  • Provides information and assistance regarding pay statements, tax documents, pension contributions, collective insurance, and other payroll documentation.
  • Prepares correspondence, forms, reports, and documentation related to payroll, benefits, pension, and employment transactions.
  • Collaborates with Human Resources, Finance, schools, and other departments to resolve employee payroll and employment record issues

Compliance, reporting, systems and quality controls

  • Ensures payroll transactions comply with collective agreements, salary scales, employment policies, and applicable legislation and regulations
  • Applies provisions related to salaries, premiums, allowances, leaves, benefits, deductions, and other employment conditions.
  • Assists with the implementation of payroll procedures and changes resulting from collective agreement settlements, legislative requirements, or government programs.
  • Maintains accurate, complete, and confidential employee payroll and benefits records.
  • Ensures the confidentiality and security of payroll and employee information in accordance with applicable legislation, policies, and organizational procedures.
  • Prepares reports, lists, calculations, and statistical information required for payroll administration and financial reporting.
  • Participates in the testing and validation of payroll system changes and identifies system or data-entry issues.
  • Assists with system updates, process improvements, and the implementation of new payroll procedures.
  • Collaborates with external auditors by providing payroll-related documentation, reports, supporting information, and clarifications, and assists with follow-up requests and the resolution of audit findings.
  • Maintains appropriate documentation and filing systems for payroll-related transactions.

General administrative responsibilities 

  • Organizes and prioritizes work to meet recurring payroll, government, pension, insurance, and financial deadlines.
  • Coordinates with internal departments and external organizations to obtain required information and complete payroll-related transactions.
  • Provides administrative and technical support to Payroll Services as required.
  • Performs other related duties consistent with the responsibilities of the position.

Desired profile

Schooling

Meet one of the following profiles:

  1. Hold a diploma of college studies in Techniques de l'administration générale (Business Administration) or  in another appropriate technical program 

  2. Hold a diploma or an attestation of studies recognized as equivalent by the competent authority

Experience and other requirements

  1. Bilingual, French and English (oral and written)

  2. Experience in payroll administration, human resources administration, or similar technical administration function 

  3. Proficiency with the Microsoft Office suite, particularly with Excel, Word, SharePoint, and Teams as well as the Google environment 

  4. Strong attention to detail and accuracy, ability to analyze information

  5. Strong organizational skills, ability to manage multiple priorities and strict recurring deadlines

  6. Excellent communication and customer service skills

  7. Knowledge of GRICS, particularly the Paie et GRH system and the Postes module would be considered an asset

The evaluation process for this position will include administrative tests.
