Health and Safety Officer

Working at the District School Board of Niagara (DSBN) means being part of a supportive, innovative community that works towards doing what is best for students and helping every individual achieve success. We proudly serve over 42,000 students across almost 100 elementary and secondary schools in Niagara, located between Lake Erie in the South and Lake Ontario to the North.

Reporting to the Senior Manager of Facility Operations, the Health and Safety Officer will plan, develop, and maintain a comprehensive Health and Safety Program for all employees. This will include developing and coordinating the Health and Safety training programs (e.g., First Aid/CPR), managing the Multi Workplace Joint Health and Safety Committee and assists them with compliance (including assistance with eBase, general compliance, meetings, etc.). The Health and Safety Officer will investigate and respond to Health and Safety concerns and recommend corrective measures to eliminate or control hazards. They will advise and participate in the development of corporate guidelines, procedures, and policy.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Post-Secondary degree or diploma in Occupational Health and Safety or certification in Health and Safety that is acceptable to the Board, e.g., CRSP, ROH or CIH.
  • Demonstrated ability to interpret and apply legislation including a thorough knowledge of the Occupational Health and Safety Act, its regulations and other pertinent legislation relating to safety, e.g., EPA, Safe Drinking Water Act, Fire Code, AODA, etc.
  • Minimum of five (5) years' work-related experience in health and safety, preferably in a unionized environment.
  • Strong research, analytical, problem-solving, strategic thinking, and communication skills
  • Proven experience building collaborative working relationships and providing exemplary service to a diverse group of stakeholders.
  • Computer skills, including MS Office Suite, including e-mail, spreadsheets, databases, and presentation packages.



KEY RESPONSIBILITIES
  • Develop health and safety policies, procedures, and programs in accordance with relevant legislation and in consultation with various stakeholders.
  • Implement health and safety policies, procedures, and programs to minimize health concerns and eliminate accidents and incidents, support compliance, and ensure a safe workplace and learning environment for staff.
  • Report critical injury incidents to the Ministry of Labour, Immigration, Training and Skills Development, initiate accident investigation of injuries, and prepare and submit related reports.
  • Develop training including Health and Safety, Personal Protective Equipment, Workplace Hazardous Materials Information System, Pandemic Planning, Emergency Preparedness, Violence and Harassment, Accessibility, ladder, scaffold, lockout tagout and fit testing for staff.
  • Update policies and procedures based on best practice and legislative requirements.
  • Develop proactive strategies for accident and incident prevention and elimination by analyzing accident data statistics.
  • Develop the MWJHSC meeting schedule and review and revise meeting minutes.
  • Manage First Aid, CPR and AED training to Board employees to educate and inform staff on appropriate action in the event of incidents or accidents. Submit budget and provide secondment to staff and payment to training provide.
  • Assist with obtaining health and safety inspection quotations and tender preparation, prepare and submit inspection budgets, and schedule inspections for work sites and equipment.
  • Other duties as assigned.



POSITION DETAILS:

Salary Range: $88,514 - $103,500 and includes a comprehensive benefit plan through a provincial benefits trust plan (extended health, dental, life insurance, AD&D), and enrolment in the OMERS pension plan. This is a permanent full-time, 12-month, 35 hour per week position and is part of the Board's union-exempt Administrative Management Group.
