SUMMARY OF THE POSITION
Person who coordinates, manages and supervises the activities of analysis, implementation, evolution, implementation, support and operational support of projects concerning complex, multisite and related to all organization sectors. He/She is an expert in her field of specialization.

SPECIFIC FUNCTIONS
The Specialized Computer Analyst -Business Analyst coordinates, manages and supervises the pre-project activities surrounding the needs definition, assessment, implementation, monitoring and support of projects and Digital Transformation initiatives related to all sectors of the organization.

As an expert in his/her field of specialization, this person will work in collaboration with the stakeholders, to analyze project requests and document the business requirements according to the organizational guidelines and projects compliance with the needs, business requirements and best practices in a multi-site environment. This position is under the direct supervision of the Advisor-Business Cases and Project Control. Other functions include:
• Respond and follow up on new project requests;
• Manage and maintain the Project Request Register;
• Support the project owner and act as a business partner to define their business needs, identify known issues and risks;
• Guide the main stakeholders (clinical and administrative departments) during the pre-project phase;
• Define the origin of the need, and document the analysis deliverables (scope, benefits, costs, architecture, …);
• In collaboration with the technology architect, define the scenarios of solutions that meet both the business needs and the technological orientations of the organization and the MSSS;
• Guide and support the Project Owner in identifying the framework suited to their needs while respecting the technological and security orientations of the organization and the MSSS;
• Work with application teams, internal and external application experts (SME) to define business needs and requirements related to technology, interfaces and information security;]
• Participate in setting up a project prioritization strategy and a project capacity analysis;
• Translate business requirements into functional specifications;
• Participate in the preparation of calls for tender;
• Act as a SME in the planning phases in collaboration with the IT Department and the PMO;
• Follow-up on technology & security requirements for projects;
• Contribute to the development of internal procedures, processes and documentation;
• Perform other tasks or special projects as required by the Department.

REQUIREMENTS
Education:
• Bachelor degree in computer science or equivalent;
• CAPM and/or Business Analysis Certification is an asset.

Experience:
• Minimum two (2) years of relevant professional experience;
• Knowledge of processes and documentation related to the acquisition or re-placement of IT systems/applications in the Health Care Network.

Knowledge and abilities:
• Excellent verbal and written communication skills;
• Ability to conduct an effective meeting;
• Strong analytical skills;
• Ability to identify risks and analyze scenarios;
• Strong motivation and determination to produce results that meet the needs of the organization;
• Able to set priorities, manage own workload and work under pressure;
• Able to work/show initiative with minimal supervision;
• Ability to communicate technical information to a non-technical audience and influence diverse stakeholder groups;
• Knowledge of projects documentation in IT, Clinical, Medico-administrative, Administrative or Business network is an asset;
• Knowledge of Cree culture, health and social services in Eeyou Istchee is an asset;
• Knowledge of the health network is considered as an asset.

LANGUAGE
• Fluent in English;
• Fluency in Cree and/or French is an asset.
