SUMMARY OF THE POSITION
Person who is responsible for one or more programs and provides professional assistance for the development of services. She/he conducts research activities that are necessary for identifying and evaluating resources and needs. She/he conceives and proposes development plans and programs in order to ensure adequate service planning. She/he provides advice concerning the implementation or improvement of programs and/or services. She/he may participate in teaching or training activities.
SPECIFIC FUNCTIONS
The Planning, Programming, and Research Officer in the field of surveillance and health threat monitoring works in a multidisciplinary team and carries out analyses to:
• She/He develop health portraits of the population, studies patterns and spatial and temporal variations in population health,
• She/He identifies and prioritizes public health issues,
• She/He develops future scenarios regarding the health status of the population and follow the development of specific health problems and their determining factors.
• The person is involved in the collection and compilation of data in accordance with best scientific practice of public health, in the analysis and interpretation of data, in writing reports and represents the CBHSSJB in partnerships and collaborative forums in regards to this mandate.;
• Develop, maintain, and use of dynamic tools and platforms to detect, as early as possible, situations that represent a real or perceived threat to public health;
• Detect significant deviations between observed and expected health events;
• Detect and characterize health threats in relation to time, place, and affected populations;
• Ensure timely, accurate, and culturally appropriate communication of health threats to public health authorities;
• Monitor the evolution of real or perceived health threats over time.
REQUIREMENTS
Education:
• Bachelor of science, with specialization in health, social services, biology or a related field;
• Masters degree in biostatistics, epidemiology or demography is a strong an asset.
Experience:
• Three (3) years of relevant experience including experience in health surveys or quantitative analysis of health and social data is required.
Knowledge and Abilities:
• Good knowledge of MSSS legislation, regulations, the Ministry network and programs, and current trends;
• Knowledge of and experience with community health interventions, prevention and promotion related approaches and methods;
• Good knowledge of quantitative methods of analysis and knowledge of qualitative methods of analysis;
• Good knowledge of Public Health surveillance and health threat monitoring in Québec and its related theory, practice, current issues and trends;
• Advanced knowledge and demonstrated experience in planning, adapting, developing and implementing new programs, and improving quality of existing programs;
• Knowledge of, or ability to grasp the issues and context related to First Nations northern communities’ health and social life;
• Ability to integrate Eenou/Eeyou (Cree) culture, values, traditions and teachings into programming and evaluation;
• Knowledge of First Nation health and social service models, trends and issues is an asset;
• Knowlegde about the culture, the language and the main social issues in Eeyou Istchee is considered an asset;
• Ability to work in collaboration with all coworkers and partners;
• Having leadership skills while working with groups;
• Excellent communication skills, written and verbal;
• Ability to deliver training;
• Excellent critical thinking, planning and decision-making skills;
• Autonomy and flexibility;
• Knowledge of the main software programs used for quantitative data analysis (SAS, SPSS, EXCEL etc.);
LANGUAGE
• Fluent in English;
• Fluency in Cree or French is an asset.
OTHER
• Willing to travel.
