SUMMARY OF THE POSITION
Reporting to the Assistant Director of Youth Protection - Protection Services the incumbent contributes to the line management leadership, accountability, planning, organization, coordination and reporting, and; helps to ensure the daily implementation and supervision of the quality of the Multi Sectorial Agreement (MSA) special investigation services and interventions provided by the E/O Youth Protection (YP) teams and interventions in the Youth Criminal Justice Act (YCJA).

The incumbent will provide clinical supervision to Youth Protection for MSA files, interventions of YCJA workers, and file audits for quality assurance, including in the review and verification of reports and in the preparation for court appearances. The incumbent will also be responsible of implementing the various protocols and partnerships between DYP/Provincial director and other departments and entities (in particular with Youth Healing Services, Community Miyupimaatisiuun Centres, Cree School Board and Eeyou/Eenou Police Force) in the communities or services under his/her responsibility.

SPECIFIC FUNCTIONS
1. Participates and contributes to the legal role of Director of Youth Protection for the Youth Protection Act (YPA), and Provincial Director for the Youth Criminal Justice Act (YCJA) for the jurisdiction of the Cree Board of Health and Social Services of James Bay (CBHSSJB) in Eeyou Istchee, according to the applicable laws, in a way that respects Indigenous cultural practices, values, approaches, and knowledge around raising healthy and thriving children and youth.
2. Ensures the safeguarding of the cultural identity and cultural continuity of Indigenous children known to Youth Protection.
3. Ensures the regional operational level line management access, leadership, accountability, planning, organization, coordination, implementation, control, supervision, and reporting for all the interventions, services and programs within the Youth Protection Unit's jurisdiction, in collaboration with others and according to the CBHSSJB's client approach in respect of the Youth Protection and Youth Criminal Justice Acts. This is for:
a) All aspects of implementing the Youth Protection Act and its interventions and services, including diagnostic, treatment, psycho-social services and rehabilitation service All aspects of implementing the Youth Protection and Youth Criminal Justice Acts and its interventions and services, including diagnostic, treatment, psycho-social services and rehabilitation services;
b) Ensures case management and supervision of all the Youth Protection files in respect of the delays dictated by the Youth Protection Act;
c) Monitors and stays informed of all problematic situations or complaints concerning the quality of services, and ensures actions to rectify such, in collaboration with others;
d) Monitors the professional standards and quality of professional acts, and clinical and professional service aspects of YP within the quality assurance program.
4. Organizes, supports and manages the special investigative services under the Youth Protection Department -YCJA, and other services that might develop in the future.
5. Contributes to the planning, organization and coordination for the development and programming of the Youth Protection Department's (YPD) services, and collaborates in planning for related integrated programming and inter-entity and community collaborative planning and protocols.
6. Contributes to the accessibility, continuity and complementarities of the services dispensed by the Units and the other resources within the communities, the organization or outside of the region for corridors of services, in order to achieve a seamless integrated circle (continuum) of care for the community residents or other clients.

REQUIREMENTS

Education and experience* Bachelor's Degree in Social Studies or Psychosocial field, such as Social Work, Psycho-Education, Criminology, Sociology or Psychology or be on the list of persons with acquired rights in accordance with PL-21;* Certificate or courses in administration are an asset;* Three (3) years experience in supervision of Youth Protection services in a First Nations context.

Knowledge and abilities * Strong knowledge, understanding, and experience of the Cree culture and fluent in the Cree language.* Strong knowledge, experience, and understanding of Cree healing practices. * Ability to apply Cree culture, values and teachings into programs and services. * Knowledge of the MSSS Network and its current orientations, services and operations.* Good knowledge of operational planning, organization and coordination, and; financial and human resources management.* Ability to effectively collaborate with all colleagues, as a team member and team leader.* Ability in administrative computer applications.* Leadership, multidisciplinary team functioning and line management skills.* Excellent critical thinking, planning and organizational skills.* Autonomous, flexible, and ability to multi-task.* Human relations, coaching and mediation skills.* Excellent communication skills, both written and presentation.

LANGUAGE* Fluency in Cree and English;* Fluency in French is an asset.
