Reporting to the Project Manager, IT, Architecture, Projects & Cybersecurity, this role is accountable for the successful delivery of technology solutions through their leadership and oversight of various project initiatives. The IT Project Leader will coordinate internal, cross-departmental resources and collaborate with external vendors to execute technology initiatives in partnership with business stakeholders. Their leadership will ensure that projects achieve their desired business outcomes and are consistently delivered on time and within budget. The role is also responsible for overseeing technology related procurements, managing stakeholder relationships, quality assurance, and change management through the application of industry standard project management principles. This position will be required to work in a hybrid work arrangement. You will work in our office in Mississauga, ON a minimum of 3 days per week for an undetermined period.
- Accountable for the entire lifecycle of multiple technology projects for the municipality, including new services introduction, construction, finance transformation and tax related technology projects
- Manage the full life cycle of project management that includes initiation, planning, execution, monitoring, control, and closure, ensuring alignment with established project management standards. Manages, directs, and leads cross-functional project teams.
- Develop and maintain essential project documentation such as charters, plans, schedules, resource assignments, stakeholder registers, communication strategies, risk and issue logs, change management plans, and status reports to support successful project delivery.
- Collaborate regularly with senior municipal leadership, executive sponsors, internal departments, and external vendors to coordinate project deliverables and keep all parties engaged and informed throughout the duration of each project.
- Manage the procurement of complex technology solutions-including hardware, software, and professional services-in accordance with municipal procurement policies, preparing statements of work, requirements documentation, and technical specifications, and leading the evaluation and negotiation of vendor agreements.
- Administer project budgets by monitoring expenditures, forecasting costs, reviewing vendor invoices, and reviewing payment milestones in line with contractual requirements.
- Monitor vendor and supplier performance to ensure compliance with contracts and delivery of high-quality products and services. Oversee change requests as needed for project deliverables.
- Facilitate regular project team meetings, documenting decisions, action items, and minutes for accountability and transparency.
- Create presentations and present them to stakeholders, steering committees, Change Advisory Board (CAB), Architecture Review Board (ARB) and IT Management.
- Lead project steering committee meetings to provide project updates and to obtain project decisions and direction.
- Maintain up-to-date knowledge of public sector IT trends, best practices, and municipal transformation initiatives, serving as a trusted advisor to City stakeholders and supporting continuous improvement in technology service delivery.
- Applying PMI best practices in project management throughout the project life cycle.
- Post secondary education in Computer Science, Computer Engineering, or other technology related discipline combined with at least 5 years of experience in a formal Project Management role within a complex business environment.
- Project Management Professional (PMP) certification is good standing is preferred; any other project management related certifications would be considered an asset.
- Additional technology or vendor related certifications including ITIL, PRINCE2, COBIT, LEAN/Six Sigma, PROSCI, Microsoft, or Cisco would be considered an asset.
- Outstanding project management, analytical, risk management, implementation, vendor management, organizational, communication (both oral & written) and customer service skills.
- A results-oriented critical thinker with strong leadership skills capable of employing both a tactical and strategic approach as appropriate to guide high-profile business technology projects.
- Strong technical knowledge and understanding of business requirements.
- Excellent interpersonal, collaboration, and negotiation skills with a proven ability to successfully deal with complex issues working within a matrixed organization and cross-functional project teams.
- Excellent time management and organizational skills adept at effectively dealing with multiple competing priorities while consistently meeting deadlines.
- Canadian Municipal experience would be an asset.
- Knowledge of contract administration, change management approaches and annual budgeting
- Working knowledge of IT Infrastructure domains (e.g., networking, servers, Storage and operating systems) is preferred.
- Experience in waterfall, Agile and Hybrid project methodologies is preferred.
- Experience working in a matrixed environment is highly desirable.
Hourly Rate/Salary: $ 55.10 - $ 73.46
