Job Summary

The Rapid Transit Department is recruiting for two key leadership positions: Manager, Rapid Transit, LRT and Manager, Rapid Transit, Third Party. These roles offer a unique opportunity to lead transformative, city-building infrastructure projects that will shape the future of mobility in Mississauga.

Reporting to the Director, Rapid Transit, each Manager provides strategic leadership in the delivery of complex, multi-stakeholder rapid transit initiatives. These positions oversee the planning, coordination, and implementation of major projects, while driving high performance, accountability, and collaboration across multidisciplinary teams.

The successful candidates will be strategic and politically astute leaders with strong technical expertise and exceptional relationship-building skills. They will cultivate productive partnerships with internal divisions, government agencies, and community stakeholders, ensuring alignment, transparency, and high-quality project outcomes. With a forward-thinking and community-focused approach, these leaders will play a pivotal role in advancing Mississauga’s long-term transit vision and strengthening connections across the city.

Duties and Responsibilities

Reporting to the Director, Rapid Transit Program Office, each role will have a distinct area of focus. Both are responsible for delivering Section work programs, leading high-performing teams, and supporting the successful implementation of the City’s rapid transit program.

Manager, Rapid Transit, LRT

The Manager, Rapid Transit, LRT leads the City’s oversight and coordination of the Hazel McCallion Line Light Rail Transit (HML LRT) project and is accountable for technical review, construction coordination, cross-departmental integration and stakeholder relationships.

Key Responsibilities

  • Leadership and Team Management
    • Provide leadership and direction to a multidisciplinary LRT project team.
    • Lead, manage, support, and motivate direct reports, fostering collaboration, innovation, accountability, and high standards of performance.
    • Ensure effective and efficient use of staff, financial, and physical resources.
  • Project Oversight and Technical Coordination
    • Manage City resources across engineering, traffic operations, streetscape, planning/urban design, permitting, and utility coordination to support project construction and delivery.
    • Lead the City’s review of HML LRT technical submissions, including utility relocation plans, traffic construction management plans, structures, TPSS, traffic signals, noise mitigation measures, property requirements, streetscape designs, modelling, and plan/profile drawings.
    • Attend on-site and coordination meetings with Metrolinx, ProjectCo, and City staff to address design and construction challenges.
    • Direct the performance of consultants and contractors to ensure successful completion of project deliverables and milestones.
    • Support the development of implementation, operations, maintenance, and other key project agreements.
  • Governance and Stakeholder Engagement
    • Establish and monitor short- and long-range goals, budgets, schedules, risk mitigation strategies, and reporting frameworks.
    • Ensure coordinated and consistent communications with complex stakeholder groups.
    • Develop, maintain and strengthen working relationships with key partners including the Region of Peel, Metrolinx, ProjectCo, Ontario Ministry of Transportation (MTO), public utility agencies, partner municipalities, and transit-related agencies.
    • Prepare Corporate Reports and attend Council and public meetings as required.
    • Navigate political and regulatory environments to secure alignment and achieve project outcomes.
Manager, Rapid Transit, Third Party

The Manager, Rapid Transit, Third Party leads the Third Party Section and is accountable for managing external partner relationships, negotiating foundational agreements, and establishing permitting and technical review protocols to support rapid transit delivery.

Key Responsibilities

  • Leadership and Team Management
    • Provide leadership and direction to the Third Party project team.
    • Lead, manage, support, and motivate staff while promoting collaboration, performance excellence, and continuous improvement.
    • Ensure responsible stewardship of financial and human resources.
  • Third-Party Relations and Agreements
    • Lead the Section’s support of priority rapid transit projects, with a primary focus on third-party coordination.
    • Establish and formalize permitting protocols, processes, and technical review agreements required to enable project implementation.
    • Negotiate and manage foundational agreements, including operational service agreements and technical review protocols.
    • Develop, maintain and strengthen working relationships with key partners including the Region of Peel, Metrolinx, Ontario Ministry of Transportation (MTO), public utility agencies, partner municipalities, and transit-related agencies.
    • Direct the performance of consultants and contractors to ensure successful completion of project deliverables and milestones.
    • Represent the Division and the City on internal and external committees as a liaison with rapid transit project partners.
  • Program Coordination and Governance
    • Integrate rapid transit initiatives with broader City-building objectives and infrastructure programs.
    • Establish and monitor short- and long-range goals, budgets, schedules, and performance measures.
    • Ensure coordinated issue management, reporting, and communications across diverse stakeholders and governance structures.
    • Direct consultant and contractor performance to ensure milestone achievement and program success.
    • Prepare Corporate Reports and attend Council and public meetings as required.

Skills and Qualifications

  • Post-secondary degree in Engineering, Planning, or a related discipline, supplemented by formal education in project management.
  • Professional designation such as P.Eng., RPP, or equivalent is preferred.
  • PMP designation considered an asset.
  • Minimum of 10 years of progressively responsible experience in transit planning, engineering, or rapid transit project delivery.
  • Demonstrated experience in the design and delivery of major rapid transit or large-scale infrastructure projects.
  • Strong knowledge of project management best practices, with experience overseeing complex, multi-disciplinary initiatives.
  • Financial and annual budget acuity.
  • Demonstrated experience and technical expertise in completing Environmental Assessments for transit projects and related supporting studies, preferably within the public sector.
  • Experience with the Ministry of Environment, Conservation and Parks’ Environmental Assessment (EA) process and Transit and Rail Project Assessment Process (TRPAP) is preferred.
  • Familiarity with relevant legislation, regulations, standards, and municipal approval processes.
  • Experience with municipal permitting, Municipal Access Agreements, and other technical and operational agreements is considered an asset (particularly for the Third Party role).
  • Ability to work effectively with interdisciplinary teams to balance technical, operational, and urban design objectives within transportation projects.
  • Solid understanding of public transportation industry trends and emerging best practices.
  • Demonstrated experience supervising, motivating, mentoring, and managing diverse teams.
  • Proven ability to promote collaboration and foster teamwork within a Section and as part of a broader senior management team.
  • Strong relationship-building skills with key internal and external stakeholders, including government agencies, consultants, Members of Council, community groups, and the public.
  • Experience facilitating and engaging diverse-and often competing-stakeholders in planning, policy development, and project implementation.
  • Tact, diplomacy, and strong negotiation skills in high-profile and politically sensitive environments.
  • Proven ability to coach and develop staff and consultants while driving performance excellence.
  • Demonstrated political acuity and sound judgment within complex municipal and intergovernmental environments.
  • Advanced written and verbal communication skills, including the ability to present complex technical information clearly to varied audiences.
  • Excellent writing skills with experience preparing detailed business cases, technical reports, and Council reports in a transparent and accountable manner, adhering to strict financial controls.
  • Strong strategic, analytical, and problem-solving skills balanced with a pragmatic, results-oriented approach.
  • Demonstrated decision-making capability with the ability to determine effective courses of action that advance projects and organizational objectives.
  • Leadership competencies including strategic agility, business acumen, relationship management, culture and people development, and the ability to lead and sustain change.
