Job Summary

The Manager IT Tax Services is responsible to lead the process to determine future business needs and technology road map direction for all tax business solutions including TXM (the City’s internally developed tax management solution) through consultation with key stakeholders within the City of Mississauga, key service providers and agreements with any external municipal clients.
The role operates in a hybrid work environment, with office presence required at Mississauga City Hall, 300 City Centre Drive, Mississauga.

Duties and Responsibilities

Under the direction of the Senior Manager, Enterprise Business Solutions, the successful candidate will:

  • Lead the process to determine future business needs and technology road map direction for all tax business solutions including TXM (the City’s internally developed tax management solution) through consultation with key stakeholders within the City of Mississauga, key service providers and agreements with any external municipal clients;
  • Lead the ongoing project management, development and support of the tax business solutions including direct customer support, contracting and execution of services, design requirements for system architecture and business continuity plans;
  • Maintain and update the tax business solution work program for City of Mississauga Revenue Section and all stakeholders that aligns with Revenue Section and IT Division priorities, and allocation of resources to work programs and tasks;
  • Maintain the currency of the tax application portfolios by managing application upgrades and initiating preventative maintenance;
  • Investigate, analyze and recommend system functionality enhancements for business process improvements, and to support tax solution future direction strategies;
  • Prepare project charters and project management plans, collect and document business processes/requirements and ensure quality technical specifications, scheduling of tasks and managing WBSs;
  • Manage relationships with service providers, ensure contract compliance, and communicate with both internal and external clients about future direction, application functionality, upgrades, and changes;
  • Comply with all City and Information Technology service levels, policies and procedures for support delivery, change and version control, systems development methodology, standards, audit and financial controls;
  • Lead and supervise a team of developers, specialists and business stakeholders to collaboratively manage, develop, deliver, maintain and support the business solutions for the Revenue and Taxation section, City of Mississauga and any external municipal clients;
  • Lead the City’s PDP (Performance Development Program) process for the team and maintain and enhance skills to ensure currency with technology and business solutions;
  • Contribute preliminary estimates of resource requirements and technology costs to the development of business cases for major projects/enhancements and working with stakeholders to build business cases;
  • Manage funding allocated to capital projects and operating cost centres consistent with good financial practice;
  • Proactively communicate status including quality and performance metrics of all work in progress to all stakeholders;
  • Promote a positive work environment through demonstrated initiative and leadership by example;
  • Perform other duties as assigned.
Skills and Qualifications
  • Post-secondary degree/diploma in computer science or related discipline with a minimum 5 years project and application management and supervisory experience in an IT environment or an equivalent combination of education and related experience;
  • Demonstrated experience in project, application and software development life cycle management
  • Demonstrated ability to lead, motivate, coach, supervise and coordinate related activities of staff, stakeholders and contracted service providers;
  • Demonstrated ability to develop and implement strategic plans and solutions to resolve business issues;
  • Exceptional project management, verbal and written communication and interpersonal skills with an emphasis on customer service and ability to work with a diverse group of stakeholders;
  • Demonstrated organizational, analytical, decision-making and problem solving skills;
  • Demonstrated ability in vendor management, contract administration, and operating and capital budgeting;
  • Commitment to service excellence and quality assurance is essential.
  • Demonstrated skills in risk management, quality assurance processes and application interface and integration development, systems development, and maintenance and application support;
  • Project Management Professional (PMP) certification by PMI and IT municipal experience is preferred;
  • Ability to use ServiceNow (incidents, changes, etc.), Microsoft Project and SAP ERP (view contracts and POs, approve time and leave, etc.) is preferred;
  • Experience managing, upgrading or migrating and supporting Oracle, SQL*Server web-based applications is preferred;
  • Knowledge of municipal property tax processes and experience with property tax management solutions is preferred;
