Job Summary

The overall purpose of the Organizational Effectiveness Consultant is to drive corporate wide organizational effectiveness initiatives. This is accomplishedby supporting key City strategic initiatives such as the City’s Leader Succession Planning Program; Employee Listening Strategy (including the delivery ofthe City’s employee engagement survey); Strategic Workforce Planning Process; change management principles, HR Communication protocols andguidelines and other related OE functions.

Duties and Responsibilities

Collaborate with the Manager of Organizational Effectiveness along with the other Organizational Effectiveness Consultant to:
• Support and deliver on team objectives and annual work plan items for the Organizational Effectiveness unit within the Talent Management section.
• Work with key stakeholders to build and execute corporate-wide employee engagement and pulse surveys
• Support the development of the business process and maintain infrastructure of the Leader Succession Planning Program
• Delivers citywide organizational change function that includes a focus on the people side of change and supporting large organizational changeinitiatives.
• Create and implement change management strategies, tools and plans for HR Operational staff to utilize when supporting clients to maximizeemployee adoption and usage and minimize resistance.
• Develop and implement a HR divisional communications framework working in alignment and collaboratively with Strategic Communications to set outstandards and protocols for all HR communication messaging.
• Facilitate Strategic Workforce Planning exercises for large, complex multi-division engagements to optimize talent usage, organizational structure andincrease cost-savings, efficiencies.
• Create and implement Strategic Workforce Planning tools and support mechanisms for HR Operational staff to utilize in supporting clients.
• Researches, identifies and monitors internal and external trends impacting organizational effectiveness and change.
• Responsible for supporting and developing business processes related to the City onboarding/exit interview processes
• Responsible for metrics and measurement criteria regarding the evaluation of the organizational effectiveness elements within the Talent ManagementStrategy.
• Performs other duties as assigned.

Skills and Qualifications

• Post-secondary degree/diploma i.e., HR Management, Business Management, Business Administration (major Psychology) with focus on HR and/orcertifications in Organizational Development and Change Management principles (PROSCI) or 3 years’ equivalent work related experience.
• Requires experience in: PROSCI change management principles; strategic workforce planning; employee listening techniques and approaches; andLeader Succession planning.
• Strong project management and program development skills for the delivery of enterprise wide initiatives.
• Effective presentation skills.
• Ability to manage difficult situations by working to achieve a beneficial agreement or resolution where possible;listen and clear communication toresolve.
• Ability to communicate complex ideas in persuasive and compelling manner both verbally and in writing to all levels of leaders, employees andvendors.
• Ability to work with all levels of leaders in operations to support, sustain and enhance organizational effectiveness strategies, processes andimplementation plans.

Hourly Rate/Salary: $ 89,464.00 - $ 119,286.00
