Job Summary

Under the supervision of the Supervisor, Tax Billing & Accounting, the Tax Accountant is responsible for maintaining the integrity of the property tax system by balancing the daily property tax receivables and processing adjustments to property tax accounts in accordance with municipal bylaws and provincial legislation.

Duties and Responsibilities
  • Balance the daily property tax receivables, verify general ledger interface postings, and investigate any discrepancies;
  • Update property tax accounts for adjustments (e.g. removal of late payment charges, transferring payments, entering dishonoured payments, etc.), including the preparing and issuance of appropriate correspondence related to these adjustments;
  • Add special charges to property tax accounts for the collection of water arrears, Provincial Offences Act (POA) charges and other special charges;
  • Research and process property tax refunds resulting from appeal decisions, misapplied payments and overpayments;
  • Process severances/consolidations issued by the Municipal Property Assessment Corporation (MPAC);
  • Responsible for SAP entries pertaining to Daily Payment Summaries and other journal entries;
  • Liase with other areas within Revenue and Finance with respect to all property tax accounting issues;
  • Investigate customer inquiries relating to transactions and prepares property tax levy and payment breakdowns;
  • Provide functional guidance to property tax and assessment staff;
  • Respond to complex inquiries from consulting firms, taxpayers and internal staff by providing detailed written and/or verbal responses;
  • Perform other related duties as assigned.
Skills and Qualifications
  • Completed post-secondary education with a focus on finance, accounting or business;
  • Minimum 2 years of experience in municipal tax or an equivalent combination of education and experience;
  • Completion of an accounting designation/degree or progressing towards one is an asset;
  • Completion of, or current enrolment in the Municipal Tax Administration Program (MTAP) is an asset;
  • Knowledge and understanding of the Municipal Act as well as relevant bylaws and policies governing the administration of municipal taxation is an asset;
  • Excellent interpersonal and communication skills (verbal and written) with a demonstrated ability to communicate effectively with customers and all levels of management and staff while handling sensitive issues with confidentiality, tact and diplomacy;
  • Proficient computer skills with MS Office, specifically with Word, Excel, SharePoint, Outlook and Webex is required.
  • Experience using TXM Tax Manager, SAP, INFOR, MAX, and Municipal Connect is an asset;
  • Highly developed analytical and organizational skills, with an aptitude for figures, high level of accuracy and attention to detail;
  • Excellent time management skills with the ability to work under pressure, prioritize competing work demands and consistently meet legislative deadlines;
  • Demonstrated ability to work both independently with little to no supervision and collaboratively within a team environment;
  • Flexible with rotation of duties and hours of work;
  • Hybrid office environment with regular attendance at City Hall.

Hourly Rate/Salary: $ 60,710.00 - $ 80,950.00
