Job Summary

The Utilities Coordinator is responsible for the review and process of all utilities and work permit applications for Western Canada. The incumbent acts as the first point of contact for all third-party applicants, utility owners, contractors, and municipalities. The role protects assets within CN’s right of way as well as ensuring all regulations, standards and processes are being adhered to by the review of technical engineering drawings, the coordination of internal review and discussing and negotiating utility agreements and work permits.

Main Responsibilities

Utilities Review and Agreements

·       Review technical drawings for utility applications ensuring CN’s interests are protected, and regulatory requirements are met

·       Negotiate and prepare final agreements

·       Coordinate any engineering reviews including external third-party consultant reviews for specialized services

·       Ensure costs are recovered for all third-party reviews

·       Adjust contracts to reflect project specification and work directly with Legal to accommodate special circumstances

·       Act as the Company’s representative at meetings, with third parties and municipalities

Work Permits Review and Agreements

·       Receive and review all construction work permits for third-party work on CN property

·       Review all construction plans associated with the work permit in consultation with internal departments impacted

·       Prepare agreements, ensure costs are received and documentation is updated

·       Participate in work permit audits and safety site inspections

·       Act as a point of contact for external parties related to right of way for public safety issues including trespassing, drainage and crossing conditions

·       Create contracts in Systems, Applications and Products (SAP) for service order and network numbers for chargeables

·       Prepare permits and releases for CN and non-CN work, elevator demolitions, seismic surveys, well sites and pipeline proximities to protect railway interests

·       Set up networks and contracts for internal and external projects

·       Review restricted clearances

General Inquiries

·       Receive and reply to all Public Works-related inquiries including process, application requests, status updates and contact information

·       Work as the internal point of contact for active work permits and utilities with the field supervisors

·       Coordinate internal and external parties to discuss special projects as required

·       Maintain detailed spreadsheets of inventory for utility installations, work permits, seismic surveys, and proximities

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role occasionally requires field work and work outside regular hours.

Requirements

Experience

·       Minimum 3 years of overall engineering design, construction or related field experience

·       Experience reviewing civil engineering plans*

·       Experience in real estate contract administration*

Education/Certification/Designation

·       High School Diploma or General Educational Development Diploma (GED)

·       Bachelor’s Degree in Civil Engineering or Diploma in Civil Engineering Technology*
