THE ROLE

This recruitment process will be used to fill one immediate vacancy and to establish a pool of qualified candidates for future opportunities.

CFMWS is seeking a Senior Business Analyst (IM/IT) to provide expert-level business analysis services in support of enterprise information management and information technology initiatives. Reporting within the Information Services (IS) Division, the incumbent will support the planning, delivery, and continuous improvement of digital, data, and technology-enabled solutions that align with organizational priorities.

The Senior Business Analyst acts as a trusted advisor to business and technical stakeholders, ensuring business needs are clearly defined, analyzed, and translated into effective, sustainable IM/IT solutions.

Key Responsibilities

The Senior Business Analyst is responsible for the following activities:

  • Lead and perform business analysis activities for IM/IT initiatives, including system implementations, enhancements, modernization efforts, and operational improvements
  • Elicit, analyze, document, validate, and manage business and functional requirements using appropriate techniques and methodologies
  • Develop and maintain business analysis deliverables such as business cases, requirements documentation, user stories, acceptance criteria, process models (current and future state), and impact analyses
  • Collaborate with business stakeholders, product owners, architects, developers, vendors, and project teams to ensure solutions meet business objectives and organizational standards
  • Support Agile, hybrid, and Waterfall delivery approaches, including backlog refinement, sprint planning support, user acceptance testing (UAT), and solution validation
  • Identify and assess risks, issues, gaps, and dependencies related to business requirements and solution design, and recommend mitigation strategies
  • Contribute to the continuous improvement of business analysis practices, standards, and documentation within the IS Division
  • Prepare clear, concise, and executive-ready analysis and briefing materials to support informed decision-making
QUALIFICATIONS NEEDED

Education, Certifications and Licenses

College diploma or certificate in Business Administration, Computer Engineering, Computer Science, Mathematics or a related field AND several years of experience in an IM/IT related field

Professional business analysis certification (e.g., CBAP®, PMI-PBA®)

Experience

A minimum of seven (7) years of progressive experience performing business analysis in IM/IT or enterprise technology environments

Demonstrated experience working with complex systems, integrations, and digital platforms

Strong analytical, problem-solving, and facilitation skills, with the ability to manage ambiguity and competing priorities

Proven ability to communicate effectively with both business and technical stakeholders, including senior management

Experience producing high-quality, structured business analysis documentation suitable for governance and approval processes

Proficiency with common business analysis and delivery tools (e.g., Azure DevOps, Jira, Confluence, Visio, SharePoint)

Experience working in a public-sector or large, matrixed organization

Exposure to data, analytics, reporting, or information management initiatives

Competencies, Skills and Abilities

English or French Essential, Bilingual (English and French) an asset

OTHER INFORMATION

This is a hybrid position with an assigned work location allowing the employee to work partly from a corporate office and partly from a home office in accordance with the CFMWS Flexible Work Options Policy, and with approval from the direct manager.

Occasional participation in workshops or stakeholder sessions during core business hours.

This position is a two-year term.
