The Ministry of Indigenous Relations and Reconciliation (MIRR) provides a leadership role to the Province of British Columbia in its reconciliation efforts with Indigenous peoples based upon mutual respect, recognition and reconciliation of Indigenous rights and title. The Province is committed to fully adopting and implementing the United Nations Declaration on the Rights of Indigenous Peoples, the Truth and Reconciliation Commission calls to action, and the Tsilhqot’in decision. A key component of reconciliation involves working collaboratively and respectfully with First Nations and building and maintaining partnerships with all levels of government, industry, and other partners. MIRR is mandated with primary responsibility for the development and implementation of treaties and representing the interests of the Province and its citizens in the development and negotiation of comprehensive land claims settlements, revenue sharing, reconciliation and other forms of agreements. Reconciliation efforts work to support the development of sustainable, healthy, and resilient Indigenous communities.

The Senior Resource Coordination Officer (SRCO) is a member of one of eight regional teams in the Ministry’s Negotiations and Regional Operations Division. Regional teams located in Nanaimo, Surrey, Smithers, Fort St. John, Prince George, Williams Lake, Kamloops and Cranbrook lead and support negotiations for non-treaty agreements (Strategic Engagement Agreements, Reconciliation Agreements, Forestry Consultation and Revenue Sharing Agreements, Economic and Community Development Agreements and others), support negotiations of treaty agreements and facilitate implementation of treaty and non-treaty agreements. The regional teams are integrated with Victoria based negotiation teams under an area-based model.

The SRCO is part of a dynamic regional team that works closely with negotiations staff based in both the region and Victoria to lead regional engagement with First Nations and develop innovative approaches to achieving the Ministry’s mandate and advancing government’s relationships with First Nations, industry, and the public. The area-based structure of Negotiations and Regional Operations Division is reflective of a strategic approach that has been developed to integrate divisional resources, align with the Natural Resource Sector regional structure and allows the Ministry to create a stronger presence in our engagements with First Nations at the community level.

To provide leadership in the development and delivery of innovative reconciliation and engagement strategies with First Nations, including the development of business and strategic engagement plans for regional First Nation/government interaction. This includes support for the initiation, negotiation and implementation of cross-Ministry agreements with First Nations and collaboration with partners and natural resource ministries/agencies. Leading components of agreements and/or implementation plans for concluded agreements, the position will develop resilient relationships with First Nations to support regional strategies to advance the provincial economy, job creation, economic diversification and revenue to the Crown and advance First Nations’ involvement in land and resource administration.

Job Requirements:

  • A Master’s Degree in a resource management or social science related field (e.g. land use planning, forestry, geography, environmental studies, anthropology, political science, public/business administration, resource management,) and a minimum of 2 years related experience; OR,
  • A Bachelor’s Degree in a resource management or social science related field (e.g. land use planning, forestry, geography, environmental studies, anthropology, political science, public/business administration, resource management,) and a minimum of 4 years related experience; OR,
  • An equivalent combination of education, training from a recognized institution and at least six (6) years’ related experience may be considered.
  • Minimum of 1 year experience participating in interest-based negotiations, conflict and dispute resolution, and leading projects.

Related experience includes:

  • Resource management planning/negotiations or program management experience; OR,
  • Demonstrated experience leading and participating on project teams; OR,
  • Demonstrated experience to develop and foster respectful and long-term relationships with First Nations.

Preference may be given to applicants with one (1) or more of the following:

  • Demonstrated experience in conducting consultation, negotiating agreements, or implementing economic development projects with First Nations.
  • Demonstrated experience working within a team environment and experience using project management tools and techniques.
  • Demonstrated experience working on projects that require working effectively, respectfully and knowledgeably with First Nations communities for mutually beneficial outcomes and Foster long-term and respectful inter-agency and First Nations partner relationships.

Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
