Job Summary

Apply your expertise in program and policy analysis to support exceptional service delivery

The Ministry of Post-Secondary Education and Future Skills (Ministry) provides leadership and direction for post-secondary education and skills training across the province to support British Columbians with opportunities to thrive, succeed and reach their full potential.

The Indigenous Programs Unit (IPU) is responsible for collaborating with First Nations and Indigenous organizations to support the design and delivery of Indigenous-led, community-based skills training, education and employment programs. Working with Indigenous communities, the IPU funds, administers, supports implementation, and reports on agreements with Indigenous communities and their partners. The IPU oversees the development of Indigenous skills training program policy and processes and ensures alignment with principles of Reconciliation, B.C.’s Declaration on the Rights of Indigenous Peoples Act, and the Truth and Reconciliation Commission Calls to Action. The IPU is responsible for working closely with Indigenous communities, provincial ministries and agencies, other orders of government, and organizations to promote and facilitate access to the program for Indigenous Peoples, including B.C.’s 203 First Nations. The IPU is responsible to ensure program objectives are met, budgets are effectively managed, and reporting meets expectations and timelines.

Job Requirements:

  • Degree in business administration, public administration, social sciences, or related field and a minimum 2 years
    *related experience or equivalent, or no degree and a minimum 4 years *related experience.
  • *Related experience in each of the following:
    • Experience in research, policy development, and/or program management.
    • Experience working collaboratively in partnership arrangements.
    • Experience leading and managing contract-related activities for programs and achieving objectives.
    • Experience leading programs delivered by 3rd party contractors/agreement holders.
    • Experience working with and building relationships with Indigenous/First Nations communities, organizations and/or institutions, etc.
    • Experience in financial management, managing significant budgets, audits, quality assurance and control plans.
    • Experience managing staff or leading teams.

Preference may be given to applicants with one or more of the following:

  • Graduate degree in an applicable area of study.
  • Experience with skills training and employment program management.
  • Experience in labour market program development, implementation, management, and evaluation.
  • Experience working with Indigenous organizations and/or communities in a research or project/program management capacity.
  • Preference may be given to applicants who self-identify as First Nations, Métis or Inuit with the required combination of education and experience.

About this Position:
Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement.
