Overall, the position supports and sustains Emergency / Disaster Management (E/DM) business strategies, goals and objectives in the face of disruptive events, and is founded on a thorough understanding of the internal, external and risk management contexts the health system operates within. Using professional judgement and experience, the Director, Emergency /Disaster Management works both independently, and in a team environment with minimal direction. The position considers initiatives aimed at achieving long term goals. The Director is a subject matter expert in emergency/disaster planning, preparedness, response and recovery and aims to position the health services for response to unplanned events while sustaining critical business operations. Common duties and responsibilities include the supervision, mentoring and management of a small team of professionals; creating and maintaining relationships with clients, partners, and Leadership, establishing service priorities and developing goals and initiatives for implementation; assessing, analyzing and reporting to leadership on status of E/DM deliverables, ensuring compliance with legislation, regulations, standards and established business processes. There are 2 positions available.

The position works both independently and in a team environment with minimal direction to: Provide leadership and expertise in the area of emergency/disaster planning, preparedness, response (including continuity of business) and recovery. Act as the contact and liaison with multiple external agencies in areas related to emergency/disaster management. Liaise with internal and external partners. Identify risks, mitigation strategies and planning needs for emergency events and the interruption of critical infrastructure. Collaborate with internal and external partners to support business continuity and contingency planning that will enable the continuity of operations. Prepare, prioritize and complete training sessions in a timely manner. Outcomes and Results: Demonstrates ‘due diligence’ and minimizes risks relative to its ability to respond to an emergency/disaster and/or the loss of critical infrastructure. Meet legislated responsibilities and accreditation standards. Plans reflect a partnership with municipal, provincial and federal levels of government. E/DM is recognized by internal and external partners for its expertise and leadership in emergency/disaster management and business continuity.

Master’s Degree in related area. Management experience in leadership role required. Experience in health care profession desired. Professional designation and/or registration an asset. Minimum 3 years’ experience in emergency and disaster management; able to provide subject matter expertise and conveyance of knowledge. Minimum 5 years’ experience in managerial/leadership role including: Management of personnel, motivating, developing, and directing people as they work; identifying the best people for the job; management of material resources; obtaining appropriate use of equipment resources and materials needed to do work. Knowledge of Accreditation Standards for Emergency Management in Health Care, CSAZ1600 and ISO22301 Standards Trained in ICS 100, ICS 200 and ICS 300 and EOC operations; experience in the use of ICS in EOC or Command Post environment. Training and experience in: Exercise Design, Disaster Social Services (Reception Centre), Business Continuity Management, Basic Chemical, Biological, Radiological, Nuclear, Explosive Training, Crisis communications, Critical Incident Stress Management/Psychological First Aid/Road to Mental Readiness. Advanced communication skills.

Knowledge of adult learning principles; experience in using training/instructional methods and procedures appropriate to adult learners. Complex problem-solving skills; identifies complex problems, reviews related information, develops and evaluates options and implement solutions. Interpersonal skills; required to work with senior leaders, all levels of staff, government and external agencies. Time management skills; able to manage work in an efficient and timely manner and delegate appropriately. Critical thinking skills; uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Negotiation skills; bring others together to reconcile differences. Service oriented; actively looks for ways to support customers. Active learner; striving to remain current; understanding the implications and value of new information. Social and political perceptiveness; awareness of others' reactions and understanding why they react as they do. Skills in Microsoft Word, Excel, PowerPoint, Internet based research, knowledge of Visio. Experience and skills in system analysis; determining how a system should work and how changes will affect outcomes. Experience in Business Plan development. Experience in Project Management as a lead. Knowledge of legislation, regulations & codes impacting emergency planning & response preferred.

Experience in management of financial resources; prioritizing how money is spent; accounting for expenditures. Experience in systems evaluation; identifying measures or key performance indicators & actions needed to improve performance relative to program deliverables. Knowledge & experience in applied & scientific research techniques.
