Business Analyst, Resource Management Office (RMO)

The Health Shared Services, Digital Health (DH) Resource Management Office (RMO) plays a key role in enabling effective capacity planning, resource visibility, and informed decision-making across Digital Health. Reporting to the Manager, DH Resource Management Office, the Business Analyst supports RMO operational delivery and governance by optimizing processes, documentation, tools, and organizational change activities that underpin resource and operational demand management. This role focuses on developing, maintaining, and maturing Clarity PPM utilization, data quality, and reporting to support DH leaders, delivery teams, and governance forums. The Business Analyst is also responsible for producing clear, high-quality business and process documentation and supporting organizational change management (OCM) activities to ensure successful adoption of RMO processes and tools across stakeholders. Key Responsibilities: Analyze and document RMO business processes, workflows, roles, and data requirements, with a strong emphasis on clear, reusable documentation (process maps, procedures, learning materials). Support the configuration, optimization, and ongoing use of Clarity PPM to enable resource management, capacity planning, and reporting. Collaborate with stakeholders across Digital Health to gather requirements, identify gaps, and recommend process and tool improvements. Develop and maintain standardized templates and reference materials to support RMO consistency and maturity. Support organizational change management (OCM) activities, including stakeholder impact assessments, communications, training materials, and adoption support related to RMO processes and Clarity PPM. Contribute to reporting and insights that support leadership decision-making related to resourcing and capacity.

As a Business Analyst, you will work as a liaison among stakeholders in order to understand the structure, policies and operations of an organization, and to recommend solutions that enable the organization to achieve its goals. You will interpret client needs, assess requirements and identify solutions to non-standard issues and requests, provide advice and direction to clients, and contribute to solutions by providing input into strategy, workflows and delivery for assigned projects and programs.

Completion of a post-secondary degree in a related field, or equivalent level of education and experience.

Strong documentation and process/procedure skills, foundational competency with organizational change management.

Business Analysis/IIBA Certification preferred. 3-5 years related experience preferred (e.g. business analysis, organizational change management, Clarity PPM application, RMI certification).
