The Specialist, Mobility Governance and Performance is accountable for governing and optimizing Air Canada’s enterprise mobility services, ensuring they perform in line with defined business, operational, financial, and contractual expectations.

This role is responsible for mobility governance, vendor and service performance management, procurement execution, contract negotiation, inventory sufficiency, financial and usage oversight, and service continuity, across corporate and operational mobility environments.

The Specialist works in close collaboration with Endpoint Management (MDM), Security, business units, and external vendors.

Responsibilities:

  • Mobility Governance & Compliance
    • Own and evolve Air Canada’s enterprise mobility governance framework, including corporate, personal, and operational mobile device policies.
    • Ensure policies are clear, enforceable, auditable, and aligned with security, privacy, and regulatory requirements.
    • Act as the single point of accountability for policy interpretation and consistent application across corporate and operational environments.
    • Conduct eligibility and compliance audits; document risks, findings, and remediation actions.
    • Support internal and external audits, compliance reviews, and governance assessments related to mobility services.
  • Mobility Performance & Service Assurance
    • Govern end-to-end mobility service performance across corporate and operational environments.
    • Define, monitor, and report on key performance indicators including service continuity, usage and consumption trends, cost efficiency, and incident/problem patterns.
    • Lead service reviews with internal teams and vendors to address recurring issues and drive continuous improvement.
    • Consolidate business and operational stakeholder feedback and translate insights into actionable improvements.
  • Vendor Management, Procurement & Commercial Accountability
    • Execute procurement activities for mobility services, including carrier services, SIM/IoT connectivity, and support models.
    • Participate in contract negotiations, renewals, amendments, and service changes in alignment with procurement and legal frameworks.
    • Serve as the primary operational and commercial interface with mobility vendors.
    • Lead regular vendor governance touchpoints and monitor compliance with SLAs, KPIs, and contractual commitments.
    • Identify and drive cost optimization opportunities informed by usage and performance analysis.
  • Financial Oversight & Reporting
    • Perform invoice validation and reconciliation; investigate and resolve billing discrepancies.
    • Produce mobility reporting for stakeholders (Business Units, HR, Finance, leadership) covering inventory posture, eligibility/compliance, and usage and cost trends.
    • Provide budget inputs, forecasts, and financial risk visibility for corporate and operational mobility services.
  • Inventory, Operations & Process Governance
    • Ensure sufficient device inventory to support current and forecasted demand across corporate and operational environments.
    • Monitor lifecycle, refresh cycles, and usage growth to anticipate supply and service continuity risks.
    • Govern mobility service processes including requests, replacements, recoveries, activations, ports, and service changes.
    • Ensure processes are standardized, documented, and supported by enterprise tools (e.g., ServiceNow).
    • Own mobility knowledge articles and end-user guidance; coordinate service communications and operational readiness activities.
  • Change & Capability Governance
    • Participate in design and change reviews for new or modified mobility capabilities.
    • Assess governance, operational, financial, and commercial impacts of new device types, usage models, platform or OS changes, and MDM enhancements (policy ownership remains with Endpoint Management).
    • Provide governance and budget input into major initiatives such as Airports 2030, Crew Mobility, and IoT SIM transitions.

Qualifications

  • Relevant university degree/technical certification(s), in Information Technology, and/or experience commensurate to the role.
  • 6-10 years of experience in enterprise mobility, telecom services, IT service management, or governance roles.
  • Demonstrated experience with vendor management, service performance oversight, and commercial discussions.
  • Experience supporting corporate and/or operational technology environments.
  • Exposure to procurement processes and contract negotiations preferred.
  • Strong analytical and problem-solving skills.
  • Ability to interpret and apply policy within a governance framework.
  • Experience working with service providers and cross functional stakeholders.
  • Strong communication and documentation skills.
  • Comfortable working in complex, operationally critical environments
  • Demonstrate punctuality and dependability to support overall team success in a fast-paced environment.
