The Proposal Manager will be responsible for the development, production, and formal submission of Requests for Qualifications (RFQs), Request for Proposals (RFPs), and other proposal submissions such as Market Sounding submissions and Expressions of Interests (EOIs) for major project pursuits. Major bids to be pursued by Strategic Business Development (SBD) are identified by Aecons executive team.

What Youll Do Here:

Responsible for the management and oversight of Aecons formal submissions in response to RFQs, RFPs, EOIs, and Market Sounding proposals

Lead major proposal pursuits where Aecon is the lead partner in a joint venture (JV) partnership

Design Build (DB), Design Build, and Finance (DBF), Design, Build, Finance, and Maintain (DBFM), and Design, Build, Finance, Operate, and Maintain (DBFOM) projects Schedule and lead proposal/bid meetings

Manage and coordinate input from other partners

Manage Aecon submission responses when an Aecon JV partner is the pursuit lead

Manage proposal/bid submissions through Aecons SBD SharePoint portal

Oversee and manage documents throughout the proposal/bid process whether through Aecons portal or a JV partners bid document repository

Update SBDs key performance indicators (KPIs) dashboard, including proposal/bid pursuit status reports

Manage Aecons project pursuit schedule and ensure adequate resource assignment

Oversee and manage a team of Major Bids Proposal Coordinators to complete proposal/bid submissions

Train, mentor, and develop non-management proposal team

Occasionally prepare executive summaries and reports for Aecons Project Risk Committee (PRC) and Board of Directors, if the internal client is not able to

Package and deliver final proposal/bid submissions on time

Develop formal presentations of proposals/bid, upon being short-listed and called in to present directly to the client

Participate in Public Private Partnership (P3) industry forums, conferences, and functions

Travel as required to work with JV partners to develop and close proposal/bid submissions

Coordinate with Aecons internal graphic design team to develop critical proposal material, including: JV logos, identity guidelines and overall graphical imagery of the proposal/bid submissions (tabs, covers, charts, resumes, project sheets)

Occasional research and analysis of the industry to help identify market opportunities, and prepare formal executives overviews and reports

Supervise and assign responsibilities to junior staff members as required

Review and develop a detailed understanding of client proposal/bid requirements

Develop proposal/bid calendars and responsibility matrices

Create proposal/bid templates, resume templates, project sheet templates

Prepare, edit, and format proposal/bid sections, resumes, and project sheets in preparation for proposal/bid close-out Track and ensure timely proposal/bid deliverables required from internal and external partners, including health and safety forms, proposal/bid forms, finance support letters, write-ups from various authors

Review existing proposal/bid content, project work plans, and other relevant sources of information to extract relevant content

Perform compliance checks on all submittal documents

Organize team reviews on behalf of the project team

Coordinate with Aecons internal graphic design team to develop critical proposal/bid material such as JV logos/identity guidelines and overall graphical imagery of the proposal/bid submissions (tabs, covers, charts, resumes, project sheets)

If required, ensure binders, USBs, tabs, covers and other required materials are ordered and available for final assembly of the proposal/bid

Print, bind, and deliver final bid submissions, if required

Manage clients data and input on SharePoint sites (input from client and all bid partners)

Attend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned, and report back to the project team

Operate in a deadline driven environment

Time allocation for this position is approximately 70% reading/writing/editing/formatting and 30% organizational related activities

What You Bring to the Team:

Experience in major P3 Canadian proposal submissions (minimum 5 Years)

Demonstrated accuracy and attention to detail

Advanced written and communication skills

Experience working in a fast-paced and performance driven setting where meeting deadlines in a timely and accurate manner is essential

Excellent time management skills

Knowledge of construction industry considered an asset

Advanced knowledge of Microsoft package including Word, Excel, Power Point, Microsoft Project
