The Kativik Regional Government (KRG) is a supra-municipal organization with jurisdiction over the territory of Québec located north of the 55th parallel. It is currently seeking a professional and autonomous candidate to work in the capacity of:

DIRECTOR MUNICIPAL PUBLIC WORKS DEPARTMENT

(Permanent full-time, position)

Reporting to the office of the Director General of the KRG, the Director of the Municipal Public Works department oversees the carrying out of civil engineering and construction projects, the implementation of infrastructure programs for the northern villages in particular regarding drinking water and wastewater treatment, landfills, roads and buildings, as well as the maintenance and operation of the KRG building inventory. The selected candidate must:

RESPONSIBILITIES

  • Ensure the management of department activities according to set objectives and scheduling considerations, as well as work timetables;
  • Collaborate closely with northern village elected officials and staff, ensuring effective and continuous communication;
  • Prepare budgets and ensure follow-up;
  • Implement, comply with and renew government agreements concerning municipal and community infrastructure;
  • Ensure the maintenance of the KRG building inventory, as well as the implementation and updating of the five-year renewal and maintenance plan;
  • Supervise the technical assistance program for the northern villages to increase the knowledge of municipal staff in particular regarding drinking water treatment, landfill management, as well as building and heavy equipment maintenance;
  • Develop and implement operational objectives for the department;
  • Ensure continuous communication between different stakeholders and the KRG (such as department staff, other KRG departments, the northern villages and provincial-government departments and agencies).

QUALIFICATIONS

  • A bachelor’s degree in engineering, Architecture or a related field;
  • At least ten years of experience with implementing municipal infrastructure projects
  • A minimum of five (5) years' experience leading a multidisciplinary team.
  • Experience working with Executive committees and Boards an asset.
  • Experience with maintenance and inventory management, as well as with work in a multicultural setting are considered assets;
  • Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English and French;
  • Autonomous and good organizational skills;
  • Capacity to manage several files simultaneously and ensure follow-up.

This position involves travel in and outside of Nunavik.

Place of work: Kuujjuaq, Quebec

Salary: Minimum of $133 651 and maximum of $183 789 per year.

Benefits:

Cost of living differential: minimum of $8 500 per year;

Food allowance: minimum of $4 398 per year;

Annual leave trips: maximum of 3 per person annually;

Pension plan: 8% employer contribution;

Group insurance;

Vacation: 30 days per year;

Statutory holidays: 19 days including 10 days at Christmas holidays.
