Senior Procurement Specialist to manage RFP processes and vendor contracts using public sector procurement systems in the municipal sector

Location: Hamilton, ON

Duration: 3-4 month contract with possibility of extension.

Hybrid Work Model:

Alternate weekly between:

• 2 days in office (Tue & Wed)
• 3 days in office (Tue, Wed & Thu)

35 hours/week

Our municipal government client is seeking a Senior Procurement Specialist to manage RFP processes and vendor contracts using public sector procurement systems in the municipal sector

Lead end-to-end procurement activities including RFP creation, vendor evaluation, and contract management for municipal programs and services.

Must Haves

• 10+ years in **public sector procurement**, preferably in **municipal environments**
• Advanced experience with **RFP development**, **vendor management**, and **contract administration**
• Strong knowledge of **procurement policies**, **by-laws**, and **trade agreements**
• Hands-on experience using **procurement systems** and managing **competitive bidding processes**

Nice to Have

• Experience implementing procurement process improvements
• Background in public infrastructure or capital projects
• Knowledge of legal and compliance frameworks for municipal purchasing
• Certification such as CPPB, CPPO, or equivalent

Responsibilities

• Develop, issue, and evaluate RFPs, RFQs, and tenders
• Administer supplier and contractor performance reviews
• Prepare and negotiate contract terms and renewals
• Ensure procurement activities align with governing policies and trade treaties
• Coordinate with internal departments to define procurement requirements
• Maintain accurate procurement documentation and reporting
• Advise stakeholders on procurement best practices and compliance
