Title: Cybersecurity Awareness & Training Specialist


Duration: 3 months (possible extension to 6 months)


Start: Within 1 week


Location: Onsite in Hamilton, ON - Tues/Weds (MANDATORY)


Key Responsibilities

  • Design and run multiple cybersecurity awareness campaigns.
  • Lead initiatives for Cybersecurity Awareness Month (October), including a full plan with estimated costs.
  • Develop engaging training content (phishing simulations, workshops, e-learning).
  • Partner with IT Security, HR, and Communications for consistent messaging.
  • Measure and report on campaign effectiveness, recommending improvements.
  • Act as the subject matter expert for security awareness and compliance.


delivering several key outcomes, in priority order:

  1. Planning and executing Cybersecurity Awareness Month (October 2025), including cost estimates.
  2. Assessing the current program (gaps, risks, recommendations, and estimates).
  3. Developing governance, strategy, and metrics/reporting.
  4. Defining a 2026 roadmap and detailed plan.


Responsibilities will cover the full scope of our CA&T program, including:

  • Overall program governance, strategy, execution, and metrics.
  • Recommendations to elevate our program to an industry-leading level.
  • Estimates and budget planning.
  • Awareness and training across all levels: Council, Mayor’s Office, SLT, departments, temporary staff, contractors, suppliers, and vendors.
  • Tailored training approaches for diverse groups: union vs. non-union, staff without laptops, privileged users, OT/IoT users, etc.
  • Communication and training material development.
  • Phishing campaigns.
  • Metrics, dashboards, and reporting.
  • Collaboration within IT and with non-IT departments.
  • Exploring automation opportunities to scale the program effectively.
