THE ROLE

The Senior Manager, IM/IT Operations leads the Business Analysis (BA) and Quality Assurance (QA) delivery support function within the IS Division. Reporting to the National Manager, PMO, this role is responsible for the effective assignment, optimization, and utilization of BA and QA resources across the project portfolio.

The incumbent ensures projects are appropriately staffed based on demand, priorities, and skill alignment, while maintaining visibility over capacity, utilization, and delivery performance. They work closely with Project Directors, Project Managers, and portfolio governance to support consistent, high-quality analysis and testing services that enable successful project outcomes.

In addition, the Senior Manager establishes practices, standards, and ways of working for the BA and QA functions, ensuring alignment with organizational priorities and driving continuous improvement in delivery support.

QUALIFICATIONS NEEDED

Education, Certifications and Licenses

College diploma or certificate in Business Administration, Computer Engineering, Computer Science, Mathematics or a related field AND several years of experience in information management and information technology or a related field

Experience

In leading the delivery of IM/IT initiatives

In IM/IT solutions management

In planning, evaluating and advancing IM/IT network, systems, security projects

In developing requirements for core IM/IT systems

In the product development lifecycle

In managing stakeholders and third party providers

In delivering distributed IM/IT systems

In negotiating and managing contracts for IM/IT services

In technical and business documentation

In project lifecycle

In project scope and change management in multi-technology environments

In Request for Proposal (RFP) development and execution

In personnel administration

In budget administration

Competencies, Skills and Abilities

Client focus, organizational knowledge, communication, innovation, teamwork and leadership.

LANGUAGE REQUIREMENTS

Bilingual or French Essential, Bilingual an asset

Reading: Advanced

Writing: Functional

OTHER INFORMATION

This is a hybrid position with an assigned work location allowing the employee to work partly from a corporate office and partly from a home office in accordance with the CFMWS Flexible Work Options Policy, and with approval from the direct manager.

This position is a three-year term.
