THE ROLE

As the Director, PSP Non‑Public Property (NPP) Programs, you will lead the national direction, delivery, and modernization of a diverse portfolio of programs that directly support the morale and well‑being of the Canadian Armed Forces community. Overseeing areas such as mess operations, CAF Newspapers, Special Interest Activities (SIA), strategic partnerships, community recreation, and Military Museums, you will guide the evolution of key non‑public programs that shape the CAF member experience across the country.

In this senior leadership role, you will set strategic priorities, ensure policy and program excellence, lead program integration across PSP and NPP sectors, and provide expert oversight on funding, governance, asset management, and operational performance. You will influence national planning, oversee business cases and project proposals, and ensure effective service delivery at the Base/Wing/Unit level.

This role is ideal for a strategic, innovative leader who thrives in complex, multi‑stakeholder environments and is driven to build impactful, people‑focused programs that strengthen community life for those who serve.

QUALIFICATIONS NEEDED

Education, Certifications and Licenses

Bachelor’s degree in Business Administration, Commerce, Social Sciences, or a related field, AND several years experience in logistics administration and management, or in a related field

Experience

In planning, directing, managing and controlling business and program operations

In researching, developing, delivering and evaluating programs and services

In developing, interpreting, implementing, applying and evaluating policies, procedures, standards and regulations

In developing and implementing operational and strategic plans

In design, oversight, and modernization of distributed programs

In risk management

In applying relevant legislation

In providing advice and guidance

In asset management

In contract management including negotiation and oversight

In business and strategic planning

In managing projects

In planning and conducting presentations and briefings

In preparing reports and briefing notes

In personnel administration

In budget administration and financial management

Competencies

Client focus, organizational knowledge, communication, innovation, teamwork and leadership.

OTHER INFORMATION

This is a hybrid position with an assigned work location allowing the employee to work partly from a corporate office and partly from a home office in accordance with the CFMWS Flexible Work Options Policy, and with approval from the direct manager.
