Job Description:

Position Overview:
The Manager, People Strategy is responsible for leading the development, execution, and continuous evolution of Scarborough Health Network’s (SHN) People strategy and enterprise-level people initiatives. This role ensures alignment between People Services priorities and organizational strategy, supporting overall business objectives and best practices across the healthcare sector.

Reporting directly to the Vice President, People, Culture & Governance and CHRO, this role oversees strategic transformation initiatives, organizational change projects, and the integration of People strategies with broader organizational goals. The Manager acts as a trusted advisor to senior leaders, leveraging data analytics, market research to drive evidence-based decision-making and measure progress against strategic objectives.

This role also fosters innovation, inclusion, and continuous improvement within the People Services portfolio which consists of: Human Resources, Workplace Health and Safety, Organizational Development, Wellness and Inclusion, Volunteer Services, Scheduling and Workforce Optimization.


Leadership Responsibilities:

  • Lead the development, execution, and evaluation of SHN’s enterprise People strategy, including the strategic roadmap and KPIs
  • Align people and workforce strategies with organizational imperatives and translate them into clear, actionable plans
  • Oversee the design and implementation of organizational transformation initiatives, applying effective change management methodologies to support leaders and teams through transitions
  • Leverage workforce analytics, HR KPIs, and external market research to inform evidence‑based decision‑making and strategic outcomes
  • Monitor progress against HR strategic objectives and deliver executive‑level insights, dashboards, and reporting
  • Translate complex data and workforce trends into actionable insights that guide decision‑making and continuous improvement
  • Partner with HR, HRIS, Finance, OD, Workplace Health and Safety, Scheduling and Workforce Optimization and other teams to review data and market trends.
  • Oversee effective communication and collaboration of People strategies and initiatives to ensure clarity, alignment, and organizational readiness across the organization
  • Foster innovation and continuous improvement by introducing creative solutions and cultivating a high‑performance People culture
  • Collaborate across the People portfolio to deliver integrated, enterprise‑wide people solutions
  • Prepare and deliver strategic presentations, recommendations, and briefing materials for senior leadership forums

Qualifications/Skills/Abilities:

  • Undergraduate Degree in Human Resources, Organizational Development, Public Administration, Business Administration, or related discipline
  • CHRP/CHRL designation strongly preferred.
  • Minimum seven (7) years progressive HR experience, preferably in healthcare or large complex organizations
  • Minimum three (3) years leadership or senior advisory experience
  • Demonstrated experience leading enterprise-level HR strategies, and/or transformation initiatives or projects
  • Proven ability to align workforce initiatives with business goals through strategic thinking
  • Strong proficiency in using data analytics to inform decisions and track outcomes
  • Demonstrated expertise in change management and organizational transformation
  • Skilled in collaboration and influence, with experience engaging senior leaders and cross-functional teams
  • Track record of driving innovation and continuous improvement in HR practices
  • Ethical, professional, and committed to fostering diversity, equity, and inclusion in the workplace.
