COMPENSATION AND DATA ANALYST

1.0 FTE Permanent Position

Salary Range: $85,431 to $106,782 per year (under review)

The Simcoe County District School Board is seeking qualified applicants for the full-time position of Compensation and Data Analyst. This position reports to the Senior Manager of Compensation and Benefits and is a member of the Human Resource Services team. The Compensation and Data Analyst is responsible for the research, development, recommendation, and implementation of compensation systems, policies, and procedures. This role provides expert advice and consultation to management and employees on all matters related to salary administration, legislative compliance, and job or organizational design.

The Compensation and Data Analyst delivers advanced-level support across a broad range of compensation and data functions, including salary administration, metrics and data analysis, job evaluation, pay equity programs, and related processes. Through comprehensive analysis and strong partnerships with leaders across the organization, this role helps ensure fair, competitive, and compliant compensation practices that support organizational objectives.

Duties and Accountabilities:

  • Provide recommendations to leadership pertaining to compensation rates for all positions, develop costing scenarios including conducting financial modelling for collective bargaining.
  • Monitor and analyze the effectiveness of compensation and recognition programs, identify gaps and solutions, and prepare recommendations for continuous improvements.
  • Analyze cost implications of developing new salary ranges and structures.
  • Conduct research and analysis on markets compensation tends, legislative requirements and Ministry directives related to the municipal sector compensation policies, participate in compensation surveys and/or compilation of market data to assist in external benchmarking.
  • Support the board's union job evaluation committees including providing expertise and guidance to committee members, ensuring availability of pertinent information for the evaluation of jobs, compile results and provide formal notification of ratings to leaders and incumbents.
  • Deliver training programs for union and non-union job evaluation committees on their responsibilities, respective evaluation tools and processes, train employees and managers on the job evaluation process.
  • Maintain job evaluation tracking spreadsheets to ensure compliance with board procedures, maintain and update forms, questionnaires and process documents related to job evaluation for both union and non-union staff.
  • Conduct job evaluations as required.
  • Coordinate and administer the board's Pay Equity legislation for all union and non-union groups.
  • Provide guidance and recommendations on the development and updating of job postings, job descriptions and related performance appraisal documents identifying bona-fide occupational requirements for new and restructured positions.
  • Research and analyze duties and responsibilities, requirements and demands for all new positions within the organization, both union and non-union; complete benchmarking evaluations on new positions to determine the appropriate grade level.
  • Other duties as assigned.

Qualifications, Pertinent Skills, and Experience:

  • Bachelor's degree in Human Resources, or a related field, e.g. Human Resources (with compensation focus), Business, Finance, Economics or Data Analytics.
  • Post Graduate Certificate in Human Resources Management is preferred.
  • Five (5) to seven (7) years of HR generalist experience with a focus on compensation and reporting/analysis and job evaluation.
  • Demonstrated experience in market analysis, salary structure development, costing models, and compensation program administration, preferably within a unionized, school board or public sector organization.
  • Previous experience in other fundamental areas of HR including recruitment, HRIS administration, employee relations, pension administration, performance management, training and development.
  • One of the following certifications or designations is required: Certified Human Resources Leader (CHRL), Certified Compensation Professional (CCP) or Certified Employee Benefits Specialist (CEBS).
  • Strong mathematical, statistical, analytical and research skills.
  • Excellent computer skills including experience with Office 365, and MS office applications (Word, PowerPoint, Access, Excel, and OneDrive), data management systems (ATE, DocuShare). Excellent working knowledge of an IPPS.net or similar HRIS system is required.
  • Knowledge in compensation management including developing and administering competitive salary and wage programs, job evaluation, performance plans and compensation policies and procedures in a multi-union environment.
  • Strategic critical thinker with the ability to exercise tact, sound judgement, analytical and problem-solving skills.
  • Experience conducting financial modelling as it relates to job evaluation/salary administration.
  • Knowledge of and ability to apply relevant Collective Agreements, employer contracts and employment legislation such as Employment Standards Act, Pay Equity Act, Employment Equity Act and Human Rights Act.
  • Excellent communication skills with the ability to communicate complex issues using plain language. Demonstrated ability to build relationships, and secure agreement and/or understanding in a complex multi-unionized environment.
  • In-depth working knowledge of current employment legislation related to compensation practices and current trends. Paired with an on-going commitment to stay up to date on new emerging legislation.
  • Excellent analytical, problem solving, interpersonal and conflict resolution skills.
  • Ability to prioritize and work in a multifunctional environment with multiple competing priorities.
  • Ability to work independently and as a member of a multi-disciplinary team with minimal direction.
  • Experience handling sensitive and confidential information (e.g., related to compensation).

This is a permanent position that works twelve (12) months of the year. The compensation range for this twelve (12) month position is $85,431 to $106,782 per year (under review), depending on qualifications and experience. This position is based on a thirty-five (35) hour work week.

Participation in the OMERS Pension Plan is mandatory for all full-time permanent employees,

even if currently in receipt of an OMERS pension.
