Top Secret Cleared Senior Project Manager to lead the implementation of an IM/IT Capital Project in the public sector

Our public sector client requires a Top Secret cleared Senior Project Manager to lead the implementation phase of a classified IM/IT Capital Project. The Project Manager will support the delivery of mission-critical IT systems involving networks, software, and business transformation. The project environment includes classified work up to Top Secret and requires the resource to be on-site.

Responsibilities:

• Lead full project lifecycle activities from initiation through implementation and transition to operations, ensuring delivery within approved time, cost, and scope.
• Define and manage project scope, timelines, budgets, resources, risks, procurement, quality, and communications using formal project management tools.
• Create and manage project documentation including plans, work breakdown structures (WBS), risk registers, stakeholder plans, and status reports.
• Coordinate cross-functional teams including DND civilians, CAF personnel, and contractors.
• Report regularly to senior management, brief stakeholders, and manage project governance activities.
• Guide project teams in resolving issues, escalating where needed, and ensuring alignment with strategic objectives.
• Monitor classified system design and implementation, ensuring compliance with airworthiness and security requirements.

Must have:

• Top Secret Clearance
• Education: Degree or 3-year diploma in sciences, engineering, or information management from a recognized institution (copy required).
• Certs: PMP (Project Management Professional)/ PRINCE2 / PMI-SP (Scheduling Professional)
• 10 years experience working as a PM on large IM/IT projects with 5,000 or more users with budgets over $10M.
