Our client is looking for a Senior Business Analyst to support the modernization and upgrade of Register of Voters system (ROVER), transitioning from ASP.NET MVC 5/.NET Framework to the latest .NET platform.

*Hybrid in Regina, Saskatchewan

Must-haves:

• Minimum 7+ years of Business Analysis experience
• Proven experience working on .NET system upgrades or legacy modernization projects.
• Ability to understand systems built on ASP.NET MVC 5 / .NET Framework and translate requirements for modern .NET implementations.
• Demonstrated ability to analyze and interpret legacy system artifacts (requirements, design docs, test scripts).
• Strong background documenting business rules, process flows, and functional requirements for complex systems.
• Experience working with large datasets, data imports, and exception‑driven workflows.
• Experience supporting test planning and user acceptance testing, including creating test cases.
• Experience with systems involving person/address registries, government data, or high‑integrity datasets (preferred).
• Familiarity with data validation, batch imports, and reconciliation processes.
• Experience documenting system design and admin processes in a clear, structured format.
