Our client is seeking an Intermediate Business Consultant to support with facilitating stakeholder workshops (requirements and design) and policy evaluations to support change management as part of a registries transformation project. (674)

Must Haves

  • 5+ years of experience documenting user requirements, business processes, and workflows.
  • 5+ years of experience gathering requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases or scenarios, business analysis, and business process modeling.
  • 3+ years of experience in a leadership and/or facilitation role.
  • 3+ years of experience working within an agile development environment.

Desired Skills

  • Active professional certification or accreditation in a related discipline from a recognized issuing body.
  • 3+ years of experience evaluating policies, programs, and initiatives using program development principles
  • 3+ years of experience in gathering requirements from a diverse group of stakeholders across ministries or departments.
  • 3+ years of experience using analytical and problem-solving skills to plan and design creative solutions.
  • 3+ years of experience with business writing, communication and documentation.
  • 3+ years of experience with change management.


Responsibilities will include:

  • Facilitate requirements gathering sessions and conduct process walkthroughs:
  • Identify goals and pain points through gap analysis on current state and future state business processes.
  • Create, review and update user stories, personas and journey maps, as applicable.
  • Create system use cases, flow diagrams and interactive mock-ups outlining functional requirements, as required.
  • Document and validate results with subject matter experts and drive the creation of detailed business and functional requirements specification documents.
  • Support development of necessary system (non-technical) documentation as well as make recommendations for policy and/or procedural manuals.
  • Support change management and training to ensure delivery of complex program changes.
  • Conduct post implementation reviews, assessing opportunities for backlog refinement and for continuous improvement.
  • Liaise with security and privacy teams to complete security threat risk assessments and privacy impact assessments as required.
  • Assist with project planning, scheduling and status reporting as required.
  • In addition to the qualifications that will be evaluated, the Contingent Resource should have:
  • an understanding of Agile framework (SCRUM) through demonstrated experience.
  • a results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.
  • a thorough understanding and experience using an Agile/Hybrid approach. Experience with tools such as JIRA is preferred.
  • knowledge of and the ability to apply and interpret complex legislations/regulations, policies, and standards.
