The opportunity
The Investment Policy team in the Risk division supports the long-term sustainability of the Plan by maintaining the Total Fund Governance Framework aimed at enabling Ontario Teachers’ investment strategy and guiding the investment program and functional partners in other areas of the organization to operate within the risk appetite of the board. The Investment Policy team partners with the Investment Division, senior management, and the board to embed risk considerations into investment policy and portfolio governance.
As the Senior Manager, Investment Policy, you will be responsible for the formulation, maintenance and socialization of frameworks and policies governing the investment program, interpreting the frameworks for the Investment Division and functional partners, benchmarking and delivering on investment governance and risk management projects.
Who you'll work with
You will report to the Interim Managing Director, Enterprise & Operational Risk Management and will interact/collaborate frequently with colleagues across the Investment Division, Risk, and functional partners.
What you'll do
Lead/support the review and socialization of investment policies balancing governance with a strategic and innovative mindset and advise senior management in Risk, Investments and the functional partners on effective risk management and governance practices.
Review and recommend the application of benchmarks to investment portfolios and individual holdings.
Collaborate with Investments, Risk and other Functional Partners to ensure investment program constraints, risk management practices, and other key thresholds are appropriately designed, implemented and monitored.
Maintain a fundamental understanding of investment markets and the instruments and strategies used by portfolio managers across Ontario Teachers’ asset classes.
Stay abreast of, and promote, best practices in investment risk management and governance within Risk and the broader organization.
Independently research issues and opportunities in depth, considering strategy, portfolio management, risk governance, operational, legal, regulatory compliance and other implications in consultation with the appropriate areas of the organization.
Provide guidance and operational/risk management requirements to colleagues with diverse professional backgrounds and seniority levels in Investments, Legal, Compliance, Tax, Finance and Enterprise Operations on a variety of subjects related to the investment program.
Develop and manage key relationships within Risk, and with partners across Investments and the Functional Partners.
Interpret and clarify investment policy and governance requirements and prepare relevant reports and briefings for senior management and the Board.
Contribute to the management and assessment of investment-related risk across the enterprise and support the implementation of appropriate risk escalation and reporting to senior management and the Board.
Support the facilitation of the Enterprise Risk & Governance Committee.
What you'll need
Bachelor’s degree in Finance, Economics, or a related discipline, or equivalent experience
A graduate degree (e.g. MBA, Masters in Finance, Masters in Risk Management), CFA and/or other relevant industry designation would be an asset.
At least eight years of experience related to finance or risk management in the pension / asset management industry.
Good understanding of financial markets and familiarity with the broad regulatory and institutional landscape, including best practices and how they relate to institutional investment activities.
Good understanding of portfolio and risk management theory and best practices.
Able to quickly grasp new concepts and adapt in a high-performing culture, under pressure and with time sensitive deadlines.
An inquiring yet pragmatic problem solver who will identify new ideas and solutions, then carefully test the translation from theory to practice.
Thoughtful relationship-builder who will balance productive working relationships with objective risk oversight
Able to effectively communicate with, and influence, colleagues with diverse professional backgrounds and seniority levels in Investments, Legal, Compliance, Tax, Finance and Technology on a variety of subjects impacting an investment program.
