We are seeking a dynamic and experienced Business Consultant - Enforcement to join our team. This role will be pivotal in executing divisional-wide programs and special projects led by the Director's office, ensuring their successful delivery and implementation.
Project/Program Management
Lead and implement strategic initiatives involving cross-departmental teams and external stakeholders.
Coordinate, track, and advise on cross-functional enforcement programs, corporate reports, and initiatives.
Oversee program/project implementation, including research, developing recommendations, framework and guidelines, process mapping, planning, stakeholder management, technical and business analysis, and change management.
Review all briefing packages, presentations, reports, and plans to ensure alignment with divisional goals and compliance with relevant by-laws and best practices.
Relationship Management & Communication
Builds performing teams and obtains support for initiatives and changes
Acts as the initial point of contact for external program/project support, collaborating with consultants and contractors to ensure successful delivery
Establishes and maintains effective relationships with outside agencies, community groups, business leaders, and staff to facilitate program/project coordination and execution
Collaborates with various City departments, such as Risk, Legal, and Material Management, to address program/project-related matters in a timely manner
Manages contentious issues in a timely fashion and briefs management, as required
Liaises with Councillors’ offices and stakeholders on enforcement matters, as required
Change Management
Provide consulting and coaching to staff leading lean/process improvements within Enforcement teams.
Guide staff to overcome challenges and utilize tools for implementing and reinforcing long-term changes.
Process Improvements
Act as a Subject Matter Expert (SME) to improve processes, client services, and standard operating procedures.
Coach operational management and supervisors within Enforcement to enhance operational processes, team productivity, and deliverables.
Undertake program reviews under the direction of the Director and Divisional managers.
- Post-secondary education in a related field; Project Management certification (e.g., PMP) is an asset.
- A minimum of three (3) years of direct project coordination or management experience supporting low to medium-complexity projects involving multidisciplinary teams.
- Applied experience in project management principles and practices, aligning with the Project Management Institute's methodology.
- Familiarity with methodologies, practices, and contracts related to product/service delivery in the relevant business area.
- Knowledge of procurement, business planning, research methods, and community engagement.
- Foundational knowledge of enforcement-related issues.
- Experience collaborating across multiple areas to deliver on divisional priorities.
- Proven ability to develop and deliver briefings, presentations, reports, and operational implementation plans.
- Superior communication skills, with the ability to work with tact, diplomacy, and political acuity.
Hourly Rate/Salary: $ 89,464.00 - $ 119,286.00
