Reporting to the Clinical Director, Forensic Service, the Centre for Addiction and Mental Health (CAMH) is seeking an experienced, strategic, and collaborative full-time, permanent clinical leader to join our Forensic Service as Senior Manager - Office of the Person-in-Charge (OPIC) and Inpatient & Community Based Recovery Services.

In this role you will work closely with CAMH’s Person-in-Charge (per Part XX.1 of the Criminal Code of Canada) and within the CAMH OPIC leadership structure to plan, develop, implement, and evaluate OPIC operations such that all legislative and statutory obligations under the Criminal Code of Canada and requirements per the Ontario Review Board (ORB) are met. You will collaborate with internal and external stakeholders and align internal processes and structures to ensure the delivery of efficient operations, including the supervision of a team that delivers timely services and meets required timelines for all hearing related matters, scheduling and report submissions. You will be responsible for accurate tracking of data and information to optimize OPIC related workflows, functions and to meet all reporting requirements. You will also use your combination of clinical, forensic, and legal-procedural knowledge to review hospital reports for annual Ontario Review Board (ORB) hearings, and support capacity building within the service - creating opportunities for education and information sharing with clinical teams as their primary point of contact for the OPIC.

This position also involves providing leadership to the inpatient and outpatient recovery stream of the service. You will collaborate closely with advanced practice clinical leaders and physician leadership to advance quality of care and service innovation. You will lead program and system-level initiatives, service standardization, and model of care implementation. You will drive quality improvement initiatives, as well as plan, implement and evaluate pilot projects to support readiness and operational enhancements in preparation for the next phase of redevelopment. The position will require the use of performance data and outcome metrics to support decision-making, service redesign, and continuous improvement. Establishing and monitoring performance benchmarks, operational targets and service-level accountability measures is also part of the role. You will represent the service at inter-hospital planning tables and networks to support system planning and ensure alignment with best practices in forensic clinical operations.

Part of this portfolio will also include providing direct supervisory leadership to clinical managers who are responsible for interprofessional teams that provide assessment, clinical treatment, rehabilitation and risk management to patients admitted to the service. This includes coaching and mentorship, planning and operations management, human resources management, professional practice and quality assurance, customer service, community relations, corporate contribution and financial accountability.

Qualified candidates will hold a Master’s degree in a regulated health profession-such as Social Work, Nursing, Psychology, or Occupational Therapy-with current registration in good standing with the corresponding Ontario regulatory college. They will bring a minimum of five years of progressive leadership experience in forensic mental health, justice-involved clinical care, or related settings, with inpatient leadership experience considered an asset. Candidates must have an in-depth understanding of Ontario’s forensic mental health system, as well as clinical, forensic, and legal-procedural experience related to the Ontario Review Board (ORB). Demonstrated success managing complex clinical operations and leading interprofessional teams is also required. Strong financial acumen, including experience with budget management, resource allocation, and data-informed planning, is essential, along with a proven ability to build effective partnerships across health, legal, and correctional systems. The ideal candidate will have exceptional communication, decision-making, conflict resolution, and systems-thinking skills, and be adept at managing competing priorities in complex, high-stakes environments. Comprehensive knowledge of relevant legislation-including the Criminal Code of Canada, the Mental Health Act, and ORB processes-is required, in addition to experience managing in a unionized environment and sound human resource management knowledge. A strong commitment to trauma-informed, recovery-oriented, equity-focused, and culturally responsive care is essential.
