Youth Wellness Hubs Ontario (YWHO,www.youthhubs.ca) is a network of 32, Integrated Youth Services (IYS) hub networks that currently operate in 40 communities, where young people ages 12 to 25 years have walk-in access to youth-centred, community-based mental health and wellness services. YWHO engages youth, family members, service providers, and other partners through a co-creation process, enhancing the relevance, acceptability and youth friendliness of services. The hubs are provincially-consistent in core features and locally led and adapted to offer and connect to a range of evidence-based services-mental health care, substance use health services, primary care, education, employment, housing, peer support, family support and care navigation-in youth-friendly spaces. Outcomes are rigorously evaluated within and across hubs, focusing on positive outcomes in areas of wellness important to youth and their families.

Position Description:
Youth Wellness Hubs Ontario (YWHO) at the Centre for Addiction and Mental Health (CAMH) is recruiting a Director, Data Management and Evaluation, a key leadership role within the YWHO Provincial Office. Reporting to the YWHO Executive Director, and working closely with the YWHO Chief Scientific Officer and the rest of the YWHO PO Executive Team, the Director will be responsible for developing and communicating the strategic vision, scope and mission of the Evaluation and Data Systems Management functions within the YWHO Provincial Office. The Director of Data Management and Evaluation will work collaboratively with communities, youth and service providers across mental health, substance use, primary care, employment, education, justice and other sectors to lead the evaluation of YWHO initiatives and the implementation of YWHO’s integrated data platform that supports measurement-based care. This leadership role will further YWHO’s goal to transform Ontario’s mental health and substance use systems with the ultimate goal of enhancing the quality of care for youth with mental health and/or substance use concerns, and their families. You will provide strategic and operational leadership in managing the development, implementation and integration of the evaluation and data systems management functions and oversee the development of annual budgets and workplans for Evaluation and Data Management activities. You will ensure work objectives, project and team budgets are met and ensure that consistent, high quality data collection, analysis, data management, and reporting for all evaluation and data systems management functions in YWHO occurs. You will ensure all YWHO data systems and uses are compliant with relevant legislation and regulations governing personal health information privacy and security, as well as ensure YWHO data collection and use are compliant with principles of Indigenous data sovereignty. You will ensure that all evaluation and data systems are clinically useful, meaningful to youth and their families, and provide relevant information that helps meet youth’s needs for services and supports. You will develop and maintain strategic and collaborative relationships with partners such as government, YWHO service providers, provincial organizations and other sector leaders to ensure YWHO’s leadership role as it relates to evaluation, performance measurement and data management for youth mental health and addictions in Ontario. You will ensure that YWHO values are implemented, particularly regarding youth-centredness, and that engagement and collaboration are reflected in data and evaluation methods. You will maintain up-to-date knowledge of best evidence in evaluation methods, performance measurement and data management and will monitor performance and outcomes of YWHO initiatives, including YWHO Virtual, and recommend improvements. You will support and foster a workplace that embraces diversity, encourages teamwork and complies with all applicable regulatory and legislative requirements. This position is located in Toronto.
The successful candidates will have a Masters Degree in in health sciences, health administration or a related field from a recognized institution is required. A PhD is preferred. You will have proven success in planning and leading the evaluation and data infrastructure development of complex multi-site initiatives in the healthcare sector, preferably within the mental health and substance use sector, and have minimum 6 years management or leadership experience in health systems or services evaluation and data management (CE designation is an asset). Demonstrated knowledge of information systems and databases related to healthcare, is required in addition to demonstrated knowledge of regulations, legislation and best practices for privacy and security of personal health information. Significant experience developing and maintaining strategic partnerships with funders, government, provincial and national organizations, as well as other hospitals, community based organizations persons with lived experience, and researchers is required. The leader will be a champion of change and have a high level of comfort with ambiguity and an understanding of health equity issues and the needs of structurally vulnerable and marginalized youth. You will have excellent negotiation, collaboration and interpersonal skills and demonstrated success working within interdisciplinary teams and providing leadership within a fast-paced, diverse team environment. You will have strong skills in utilizing virtual technology as a means of engagement, supervision and monitoring of project activities. You will have demonstrated success in using strategic thinking and analysis in planning, developing evaluation and data management initiatives. Excellent oral and written communication skills, particularly related to summarizing multiple and complex sources of information so they are useful to various audiences and stakeholders, is required. Excellent planning and time management skills, with ability to multitask, is required in addition to the ability to coordinate projects on a very tight deadline. Candidates must have the ability to work effectively in a wide range of settings with individuals from diverse backgrounds. Bilingualism (English/French) and/or proficiency in a second language is considered an asset.
