Job Summary

The Team
The Independent Investigations Office (IIO) is an independent civilian-led agency that is mandated to investigate police-related incidents of death or serious harm to determine whether or not there are reasonable grounds to believe that an officer may have committed an offence. The Police Act creates the IIO and defines its powers. The IIO reports to the Attorney General; however, investigations and decisions are operationally independent of the government. The IIO has jurisdiction over all police in BC, including municipal police, the RCMP, the Metro Vancouver Transit Police and the Stl’atl’imx Tribal Police Service. All officers, as defined in the Police Act, are subject to IIO investigation whether they are on- or off-duty when the incident occurred. The IIO’s jurisdiction also extends to officers appointed as special provincial constables, municipal constables, and detention guards.

The Role
The Investigator, Traffic Reconstructionist is a collaborative member of a diverse investigation team conducting complex high-profile investigations into critical incidents in BC where it appears a person may have died or suffered serious harm as a result of the actions or inactions of a police officer. This role monitors and conducts peer reviews of technical traffic collision investigations and analysis completed by Traffic Reconstructionists and Collision Analysts from the RCMP, and Municipal Police agencies, on behalf of the IIO, and may be required to attend immediately to traffic collision scenes.

Qualifications:
Education and Experience Requirements

  • Degree or technical certification in a field related to law, investigation and enforcement, science, forensics, criminology, or equivalent, plus successful completion of recognized training in the field of Traffic Reconstruction; or a combination of education and experience.
  • Minimum 5 years’ experience attending scenes as lead traffic analyst or reconstructionist.
  • Minimum 5 years’ experience conducting traffic reconstructions as a qualified Traffic Reconstructionist.
  • Experience as a subject matter expert providing opinion evidence in criminal, civil or coroners court related to collision investigation matters.
  • Minimum 5 years' experience as lead traffic analyst or reconstructionist investigating personal injury and fatal collisions including those requiring digital evidence recovery.

Preference statement

  • Preference may be given to qualified applicants who meet the job requirements and identify as Indigenous (First Nations, Métis or Inuit).

Provisos /Willingness statements

  • Must hold a valid BC Driver’s licence or eligible to obtain a valid BC Driver’s licence.
  • Must be able to work under pressure with frequent interruptions.
  • Must be able to respond 24/7 province-wide in a scheduled rotation.

Eligibility note:
Under the Police Act, individuals are not eligible for appointment as an IIO investigator if they are currently serving with the RCMP or another police or law‑enforcement agency, or if they have served with a British Columbia police service within the past five years.

About this Position:
This position can be based out of any of the locations listed above.
Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill both current and/or future permanent vacancies.
Successful completion of security screening requirements of the BC Public Service including an enhanced security screening check, and RCMP enhanced reliability screening.
