Construction Contract Administrator

Under the direction of the Engineering Manager, the incumbent shall be responsible for administrative and field duties relating to contract work in the general areas of construction and architectural/engineering consultation. Specifically, the individual will assist in the preparation and maintenance of standards and requirements for new construction, renovations, and building evaluation and monitoring progress; liaise with consultants; prepare and compile project costs/estimates; prepare specifications and tender documents; inspect construction progress and recommend payments.

Responsibilities may include but are not limited to:

•Prepares and co-ordinates construction tender documents for small projects including verifying project scopes, researching existing site conditions, preparing preliminary sketches and cost estimates.

•Liaises with external contractors/consultants during design development, tendering and construction phases of projects.

•Reviews and provides recommendations regarding contract awards, progress payments, change orders and final acceptance for contracted work.

•Assists with management and supervision of the Engineering Section and Design staff

•Observes and keeps abreast of Buildings policies and procedures, appropriate legislation and Winnipeg School Division policies and procedures .

•Act as department liaison with external consultants and monitor their performance to ensure alignment with Division and Provincial standards.

•Recommend consultant contract awards, progress payments, and change orders.

•Assist with energy conservation initiatives and long-range facilities planning.

•Support development of cost estimation activities and capital planning.



Qualifications:

•Requires a minimum two year Architectural or Engineering Technologist's Certificate or Diploma from a recognized College or Institute

•A minimum of 5 years prior experience with on-site inspections and construction drawing and specification preparation is required.

•Project management is essential with a minimum of five years previous experience with progressive responsibility in the construction field.

•Thorough knowledge of the inter-relationships of building components is required.

•Additional experience evaluating product performance and administering contracts with outside consultants/contractors is required.

•Communication skills in terms of listening to information regarding project specifications, asking questions to clarify scope and requirements, and providing information and direction regarding project progress are required.

•3 to 5 years of supervisory experience managing staff is required and providing on-the-job guidance, direction and assistance to contractors and other Building department staff as needed.

•Knowledge of structural systems and an ability to determine the nature of structural problems would be an asset.

ADDITIONAL REQUIREMENTS

•Ability to work extended hours, including evening and weekend on-call duties (approximately nine weeks annually).

•Proven ability to work independently and as part of a collaborative team.

•Valid driver’s license and access to a personal vehicle for work-related travel.

•Excellent written and verbal communication skills.

•Strong organizational skills and the ability to manage multiple priorities and deadlines in a fast-paced environment.

•Knowledge of the education sector and public-sector facilities management is an asset.

•Proficiency in budgeting and financial management.

•Strong knowledge of project management principles, building systems, and regulatory compliance.
