APPLICATION ADMINISTRATOR
IT SERVICES
FULLTIME - PERMANENT

IT Services provides technology support and services to all students and staff in the Division related all hardware and software used by staff and students in the division. The Application Administrator plays a key role in supporting the Winnipeg School Division's mission-critical applications and data systems. Working closely with schools, division staff, and the IT Operations team, they ensure the availability, reliability, security, and integrity of all database environments. This position is responsible for designing, maintaining, and optimizing Oracle and SQL Server databases and related applications, as well as providing advanced support and technical expertise to meet evolving operational and educational needs. Under the supervision and direction of the Manager of IT Operations, the Application Administrator responsibilities may include but are not limited to:
- Design, install, configure, monitor, and optimize databases used in system applications (e.g. Student Information System, SharePoint, Inventory) to ensure high availability, performance, fault tolerance.
- Administer, troubleshoot, and provide end-user support for web applications (Student Information System, Asset Management, Student Account Provisioning, External Notification, etc.)
- Develop custom web pages/reports using HTML, JavaScript (jQuery), CSS
- Administer, troubleshoot and support existing / develop new Microsoft Power Apps, Power Automate, and Power BI solutions.
- Upgrade/install/maintain Microsoft SQL databases, performance tuning and security tasks
- Provide Level II support for database, application, and reporting issues beyond the Service Desk level.
- Establish, implement, and enforce database policies, procedures, and standards focusing on security, performance, architecture, and quality assurance.
- Plan and execute data migrations, integrations, and synchronization between systems using APIs and import/export.
- Implement and maintain change control and testing processes for database and application updates.
- Design and implement backup, recovery, and disaster recovery strategies to safeguard data integrity and availability.
- Work with IT staff to maintain Active Directory/EntraID, and coordinate with server staff to configure/deploy database servers.
- Manage system/software updates and patching.
Effective Communication:
- Collaborate with other members of the IT Services team to identify recurring issues and contribute to the development of knowledge base articles and training materials.
- Provide excellent customer service by always ensuring a positive and professional interaction with users.
- Write clear, detailed documentation for both internal use and for users. This can include troubleshooting guides, FAQs, and knowledge base articles.
Continuous Improvement:
- Continuously review, update, and expand database documentation, standards, and procedures to ensure accurate and current guidance.
- Actively pursue professional development and training in emerging database technologies, customer service skills, and industry best practices.
QUALIFICATIONS:
Education:
- Bachelor's degree in information technology, Computer Science, or related field.
- 3- 5 years equivalent work experience.
- Experience with K-12 education is highly desirable.
- Industry certifications such as ITIL, MCITP DBA, MCTS, OCP/I, CMDBA preferred.
- Strong knowledge of database design principles, administration, and best practices.
- Proven experience managing and supporting Microsoft SQL (specialty) and Oracle databases.
- Skilled in database performance tuning, optimization, and troubleshooting.
- Ability to export/import data between systems.
- Hands-on experience with backend languages (e.g. Java, Python) and JS frameworks (Angular, React, Node.js).
- Skilled in managing Active Directory and supporting web servers hosting database applications.
- Demonstrated ability to build and manage complex spreadsheets, including pivot tables, macros, and Power Query in Microsoft Excel.
- Design, create, and generate reports to support operational and administrative needs, leveraging tools such as Crystal Reports, Power BI, or SQL-based reporting.

Work Conditions
- Sitting for extended periods of time.
- Primary work location will be the school division's administration office with occasional travel to school sites as needed.

- Some after-hours work may be required for maintenance or emergency response.
